Recently, the Information Office of the State Council released the white paper "China's Green Development in the New Era" (hereinafter referred to as "the white paper"), which comprehensively introduced the concept, practice and results of China's green development in the new era, and shared China's green development experience. Over the past decade, China has practiced the concept of green development and taken practical actions to promote the green transformation of economic and social development. Vigorously developing circular economy as an important measure of green development, promoting the overall improvement of resource utilization efficiency, has played an irreplaceable role in accelerating the transformation of economic development mode, building a resource-saving and environment-friendly society, and promoting the construction of ecological civilization. Developing circular economy is the only way to green and low-carbon development. Developing circular economy is the inevitable choice to change the growth mode and achieve sustainable development. We should vigorously develop circular economy and promote the reduction, reuse and resourcefulness of production, circulation and consumption processes. Circular economy is a fundamental change to the traditional production mode, lifestyle and consumption mode of "mass production, mass consumption and mass waste". It is based on the principle of "reduction, reuse and recycling", and is characterized by low consumption, low emissions and high efficiency. Through the efficient use and recycling of resources, circular economy can significantly reduce the intensity of energy, water and land consumption, reduce the emissions of pollutants and greenhouse gases, and achieve the maximum economic and social benefits with the minimum cost of resources and environment. It is the only way to break the constraints of resources and environment, promote economic development and environmental protection, and achieve green development. Over the past decade, China has continuously reduced the intensity of resource and energy consumption and waste generation by vigorously developing the circular economy, taking measures such as material substitution, fuel substitution, process optimization, and product recycling, providing strong support for the green and low-carbon transformation of key industries. Vigorously promote agricultural circular economy, comprehensively implement the comprehensive utilization of crop straw, and form the "five modernizations" utilization mode of straw fertilizer, feed, fuel, raw material and base material. The comprehensive utilization rate of crop straw in China will reach 88.1% in 2021, an increase of about 14 percentage points over 2012. Promote the green transformation of manufacturing industry, promote the source reduction and process optimization, build a number of green factories, green industrial parks, and green supply chain management enterprises, and gradually build a full-chain green product supply system from basic raw materials to end consumer goods. Continue to promote the recycling transformation of the park, implement the cascade utilization of energy, the recycling of wastewater and the comprehensive utilization of solid waste, and jointly build the infrastructure of shared gas supply, heat supply, water supply and pollution control. By the end of 2021, 75% of national parks and 50% of provincial parks have carried out recycling transformation, and the resource and energy consumption and pollutant emissions of the parks have been effectively controlled. Improve the green level of the service industry, upgrade and improve the green packaging standard system for express delivery, promote the reduction, standardization and recycling of express packaging, guide manufacturers and consumers to use recyclable express packaging and degradable packaging, and basically achieve full coverage of the use of express packaging recycling transfer bags.
