According to Kazakh media reports, a few days ago, President Tokayev of Kazakhstan signed a presidential decree approving the new version of the Kazakhstan Military Doctrine (hereinafter referred to as the Doctrine). The new version of the Doctrine was revised by the Ministry of National Defense of Kazakhstan and relevant departments based on the 2017 version of the national military doctrine, aiming to improve the country's ability to deal with new threats and risks. Its main content still includes four parts: the preamble (Articles 1-5), the analysis of the current situation (Articles 6-27), the specific content (Articles 28-74) and the conclusion (Articles 75-78). The revised content involves 37 of Article 78. The revision of the new version of the Doctrine mainly focuses on dealing with new security threats and formulating future development plans on the basis of reviewing previous targeted measures. According to the Doctrine, Kazakhstan's military security is facing two new types of threats, namely, the global proliferation of weapons of mass destruction and the intensification of cyber attacks. To this end, Kazakhstan is preparing from two levels. First, we will increase the number of special forces, increase the reserves of weapons, equipment and military supplies, and enhance the operational potential of the land, sea and air forces. At the same time, we will establish new forces to deal with information warfare, psychological warfare and cyber attacks, establish departments to provide logistical support and technical support for the armed forces, and set up administrative agencies specialized in territorial defense. The second is to optimize the military structure, improve the composition of the National Guard, and strengthen the capacity of infrastructure construction. In order to deal with sudden crises and internal armed conflicts, new forms and methods of military operations are introduced. The new version of the Doctrine emphasizes that Kazakhstan does not target any country, and its main goal is to maintain domestic stability, prevent and suppress sabotage, terrorist acts and separatist activities. At the same time, we should increase cooperation with other countries and international organizations to jointly combat international terrorism and extremism in order to maintain the global and regional security system. In terms of border security, the country plans to implement the "smart border concept", equip the border and aviation service departments of the National Security Council with modern weapons and equipment, improve the technical means of border protection, and strengthen the integrated construction of the border service information and communication infrastructure of the National Security Council. The work involving armed border conflicts shall be handled jointly by the Border Protection Bureau, the Aviation Administration, the Border Protection Academy of the National Security Council, other national security agencies, the management agencies of the armed forces and the National Civil Guard. In terms of network security, it is emphasized to comprehensively strengthen information security protection from various aspects such as law, technology and talents.
