China puts forward five proposals for jointly combating terrorism

On October 6 local time, in the general debate on the topic of "measures to eliminate international terrorism" held by the Legal Committee of the 76th United Nations General Assembly, Geng Shuang, Deputy Permanent Representative of China to the United Nations, said that in the face of the new situation, new tasks and new challenges, the international community must work together to deepen cooperation and jointly combat terrorism. In his speech, Geng Shuang expounded China's five propositions: First, practice genuine multilateralism. Terrorism is the public enemy of human society, and counter-terrorism is the common responsibility of the international community. All countries should establish a sense of community of common destiny, give full play to the central coordinating role of the United Nations in the field of global counter-terrorism, and build the broadest anti-terrorism united front. All parties should support relevant United Nations counter-terrorism bodies to strengthen cooperation and promote further consensus building and coordinated action at the international, regional and national levels. Second, strengthen the international rule of law against terrorism. Counter terrorism should respect the sovereignty, independence and territorial integrity of all countries and should not interfere in the internal affairs of other countries in the name of counter-terrorism. We should implement the counter-terrorism treaties generally accepted by the international community, promulgate the Comprehensive Convention on international terrorism as soon as possible, and improve the international legal framework against terrorism. We should fully implement the relevant resolutions of the Security Council and the general assembly and the United Nations global counter terrorism strategy, and carry out preventive counter-terrorism and depolarization according to law. Third, abandon the double standards of counter-terrorism. There is no distinction between good and bad terrorists. No matter when, where, by whom and for what purpose, terrorist activities should be clearly opposed and resolutely combated. Counter terrorism should not be based on ideology, linking terrorism with specific countries, governments, nationalities or religions, and should not engage in selective counter-terrorism and materialize the politics of counter-terrorism. Using terrorist forces to seek geopolitical interests will only "lift a stone and hit yourself in the foot". Fourth, eliminate the root causes of terrorism. Terrorism cannot be eliminated by force alone. We should comprehensively adopt political, economic, judicial, social and other means to eradicate the soil that breeds terrorism and extremism. We should uphold the principles of equality, respect and tolerance and promote exchanges and dialogue among civilizations. We should pay more attention to development, promote the implementation of the 2030 agenda for sustainable development, and consolidate the foundation of global counter-terrorism efforts. Fifth, focus on solving emerging problems. The international community should thoroughly analyze the situation of counter-terrorism and resolutely crack down on the use of COVID-19 and the abuse of new technologies to incite and implement terrorist activities. We should closely coordinate, deepen cooperation, increase investment and respond effectively to issues such as combating cyber terrorism, dealing with foreign terrorist fighters and counter-terrorism financing.
