The substandard "Old Man Le" exits and enters the countdown

2024-04-18

In recent years, with the rapid development of the economy, many cities have experienced rapid expansion in scale. Commuting to work, the subway is crowded, and it takes one kilometer to buy groceries, which has become a microcosm of many people living in large and medium-sized cities traveling. In the face of this situation, low-speed electric three or four wheeled vehicles (hereinafter referred to as "low-speed three or four wheeled vehicles") that are easy to drive and cost-effective are considered by some people as the preferred means of transportation. As is well known, low-speed three - and four wheeled vehicles are also known as "elderly mobility vehicles" and "old man's joy". These titles to some extent reflect their attributes - to meet the "last mile" travel needs of consumers, especially the elderly, such as picking up children, buying groceries, and commuting. It is undeniable that low-speed three - and four-wheel vehicles have brought convenience to the travel of the elderly population. However, due to their low safety technical standards and weak safety awareness among some drivers, "Old Man's Joy" has caused obvious hidden dangers to road, life, and property safety, and has become a chronic disease in road traffic management work in various regions. In order to purify the road traffic environment and maintain road traffic safety and order, starting from January 1st this year, Beijing and Tianjin successively issued regulations requiring low-speed three or four wheeled vehicles that do not meet the standards to not drive on the road and not to park in public places such as roads, squares, and parking lots. Those who drive or park on the road in violation of regulations will be investigated and dealt with by law enforcement agencies in accordance with the law. In addition, Jiangsu, Anhui and other places have also begun to regulate and restrict the use of low-speed three - and four-wheel vehicles on the road through various means. With the successive introduction of rectification and management measures for low-speed electric vehicles in many regions, the legitimacy and identity issues of these products on the road have once again become the focus of discussion and attention. "Why is' Lao Tou Le 'banned from the road in many places?" "How should low-speed three - and four wheeled vehicles develop in the future?" "How can we solve the transportation difficulties of the elderly?" In response to the above questions, the reporter interviewed relevant experts and industry insiders and discussed. When safety issues become a "time bomb," when it comes to "old man joy," Beijing resident Lin Xiao becomes infuriated. "I feel scared when I see these types of cars. When I drive normally on the road, I may encounter low-speed three or four wheeled vehicles that suddenly change lanes, add traffic, or go in the opposite direction. At the same time, many low-speed three or four wheeled vehicle drivers often park and leave vehicles randomly, not only occupying motor vehicle spaces, but even blocking the entrances and exits of residential areas and parking lots, making it impossible for other vehicles to pass normally." Lin Xiao's feeling is just a microcosm of the safety issues of low-speed three or four wheeled vehicles in various places. According to data released by the Ministry of Transport, in recent years, there have been over 830000 low-speed electric vehicle traffic accidents in China, resulting in 18000 deaths and 186000 injuries. The number of accidents and the resulting death toll have been increasing year by year. In 2022 alone, there were 131 traffic accidents caused by low-speed three or four wheeled vehicles in Beijing, resulting in 138 deaths. In the view of Zhang Xiang, a visiting professor at the Yellow River University of Science and Technology, the frequent traffic accidents of low-speed three and four wheeled vehicles in recent years are not only due to "weak driver traffic safety awareness", but also reflect that many low-speed three and four wheeled vehicles do not meet relevant production standards and technical requirements. In the early stages of development, the low-speed three - and four-wheel vehicle industry can be described as "wild"
