Deepening the rectification of formalism at the fingertips in various regions

2024-03-25

With the development of mobile Internet technology, formalism has moved from "desk" to "fingertip", and the stale "work group" and "government APP" have increased the burden on grassroots cadres. The meeting of the special mechanism for reducing grassroots burden by rectifying formalism at the central level emphasized the need to focus on rectifying "formalism at the fingertips", continuously promote the rectification of typical problems, and break down data barriers. At the end of last year, the Central Internet Information Commission issued Several Opinions on the Prevention and Control of "Fingertip Formalism", requiring to strengthen the standardized management of government mobile Internet applications, government public accounts and work groups. Focusing on issues such as "forced promotion and downloading during use, excessive tracking, and multiple reporting", "abuse of ranking and mandatory assessment during result use", and "excessive and excessive use of certain applications in government application construction, resulting in low frequency of usage", our reporter visited multiple places and presented progress in deepening the rectification of "formalism at the fingertips" at the grassroots level. Many places have been cleaning up and rectifying WeChat groups and government applications, but the problem of excessive leaving marks still exists in some areas. "If we go out to work, if we don't take photos and save them, we always feel that this work is in vain," a township cadre told reporters. In the WeChat account of Wang, a resident cadre in a certain village, there are 33 work groups alone. In daily work, he often needs to reply to messages from various work groups, and about half of the work groups need to upload various materials and photos. In some places, for the same work task, grassroots cadres also need to upload work trace photos or complete "check-in" on various government applications or WeChat groups. Many places have taken rectification measures to address issues such as excessive work groups. Huzhu Tu Autonomous County in Qinghai Province conducted a thorough investigation of the WeChat and QQ groups of all units in the county, mastering the content of the names, number of users, functional positioning, scope of application, and frequency. A list of items was made, and the WeChat and QQ groups identified through the investigation were analyzed and judged one by one, with a focus on whether there were issues such as duplication, forced use, abuse of rankings, and excessive leaving marks. Having worked at the grassroots level for nearly 20 years, Huang Mingfeng, Secretary of the Party Branch and Director of the Village Committee in Zhangzhenqiao Village, Luoshe Town, Huishan District, Wuxi City, Jiangsu Province, admitted that in the past, there were many WeChat work groups and mini programs, and each work was built into a work group. When the group beeped, it was necessary to check the phone in a timely manner and reply "received", and also to send various electronic materials, which took up a lot of work time. In recent years, Wuxi has continued to promote the standardization of government applications and WeChat groups. It has cleaned up 8 government applications, 8 new media official account, 44 WeChat applets and 749 network working groups for villages, communities or extended to village level organizations. Huishan District comprehensively sorted out "multiple groups for one matter" and work groups with lower usage frequency based on actual work, and carried out rectification on redundant WeChat groups identified. With the deepening of the rectification work, grassroots cadres in Wuxi have spent less time "staring at the crowd" and "climbing stairs", releasing more energy to improve their work style and work hard for the people. Huang Mingfeng had more time to go to the fields and fields, communicate face-to-face with the masses, and solve practical difficulties. Similarly, Luo Jing, Director of the Public Service Office of Jiangdi Street, Hanyang District, Wuhan City, Hubei Province, felt the burden was reduced. In the past, there were over 30 work groups on mobile phones, and
