National People's Congress Representative Cao Caiyun: Maximizing the Benefits of Every Drop of Water

2024-02-19

"How to ensure national food security and maximize the benefits of every drop of water is my biggest concern," said Cao Caiyun, a National People's Congress representative and researcher at the Dryland Agriculture Research Institute of Hebei Academy of Agriculture and Forestry (Hengshui Academy of Agricultural Sciences). The Second Session of the 14th National People's Congress is approaching, and Cao Caiyun is still continuously supplementing and improving suggestions based on research, contributing to the development of water-saving agriculture and ensuring national food security. Hebei Province is a major grain producing province and also one of the areas with severe water shortage, resulting in a long-standing water grain contradiction. Developing water-saving agriculture is an effective way to solve this contradiction. The research and innovation team led by Cao Caiyun mainly focuses on dry farming water-saving agriculture research in areas such as biological water-saving, agronomic water-saving, and engineering water-saving. In 2023, as a newly elected representative of the National People's Congress, Cao Caiyun proposed two suggestions on water-saving agriculture based on years of scientific research and extensive research data, focusing on ensuring food production capacity and safe utilization of water resources. "The basic water regime in China is the summer flood and winter drought, and the north is short of the south. The North China Plain has a large population and less land, and the shortage of water resources is very serious. The shortage of water resources has become a rigid constraint for food security and sustainable agricultural development. Increasing the support for scientific and technological innovation in water-saving agriculture is of great significance to solve the problem of" water and food spear shield ". Cao Caiyun said," I received positive responses from relevant departments after the meeting, and the work has become more directional and targeted. " In order to seize agricultural time and conduct in-depth research, after the National People's Congress ended last year, Cao Caiyun immediately invested in water-saving agricultural research work and began conducting field surveys and sampling. "March is an important period for the people to water for the first time," Cao Caiyun said. "Every agricultural season is very important, and it is a key node for collecting scientific research data." This is Cao Caiyun's schedule from last year - March 14th, the return trip after the National People's Congress; On March 15th, I rushed to the experimental station to investigate the growth of wheat, check the soil moisture, and prepare for spring irrigation and fertilization of wheat. I took samples of soil moisture, salinity, and plants; On March 16th, the investigation of the seedling situation in the Jingxian base was completed; On March 17th, soil moisture, salinity, plant and other sample investigations began... This is also a microcosm of Cao Caiyun's work throughout the year. In response to the scarcity of regional water resources and the current situation of agricultural water use, she constantly shuttles back and forth to several experimental bases, investigates the problems that restrict production, and looks for breakthroughs in further water-saving and labor-saving. "Every time Researcher Cao comes to Jingxian, he will first go to the farmland to check the growth of crops," said Cao Fengxing, Chairman of the Farmers' Professional Cooperative of Jingxian Liangfeng Planting Industry. Last June, Cao Caiyun led a team to the wheat field of the cooperative to conduct the final field observation and experimental yield measurement before harvesting. To ensure the accuracy and reliability of the data, they were under scorching sun, holding various measuring tools and rushing through the fields of multiple wheat test varieties. Cao Caiyun and his team will first measure a certain area of land using different irrigation methods, then harvest it with a sickle in hand, and then thresh and weigh it. More than 10 varieties were tested in a 1200 acre experimental field, and the arduous measurement work made Cao Caiyun, who was in her 50s, exhausted and unable to stand up, but she never complained.
