Further consolidating the basic foundation of agriculture, rural areas, and farmers

2024-01-24

On January 23, the State Council Information Office held a press conference to introduce the operation of agriculture and rural economy in 2023. "Faced with the complex and severe domestic and international economic situation, as well as frequent and recurrent natural disasters, the agricultural and rural departments have made every effort to overcome difficulties and overcome difficulties, maintaining a steady and positive momentum. The basic foundation of 'agriculture, rural areas, and farmers' has been further consolidated, providing strong support for the solid promotion of economic recovery and high-quality development." At the meeting, Deng Xiaogang, Deputy Minister of Agriculture and Rural Affairs, said. In 2023, China has effectively overcome the impact of rare "rotten rain" in the Yellow and Huai Rivers, severe floods in the northeast of North China, and localized droughts in the northwest, with increased production, optimized structure, and sufficient reserves, ensuring food security. Grain production has reached a new historical high, stabilizing at over 1.3 trillion kilograms for nine consecutive years. "China's grain production has increased, its structure is optimized, and its reserves are sufficient, ensuring food security." Chen Bangxun, Director of the Development Planning Department of the Ministry of Agriculture and Rural Affairs, listed three aspects of data - in terms of production, China's per capita grain share exceeds 490 kilograms, which is higher than the international food security standard line of 400 kilograms per capita; Structurally, the annual grain production exceeds demand, the supply of high-quality rice and specialized wheat increases, the supply and demand situation of corn significantly improves, the effect of soybean expansion is obvious, and the self-sufficiency rate level further improves; In terms of inventory, the national food inventory consumption ratio is much higher than the safety level of 17-18% proposed by the Food and Agriculture Organization of the United Nations. From the perspective of key varieties, the expansion of soybean oil crops has achieved significant results in 2023, with a soybean area of 157 million mu, stable at over 150 million mu for two consecutive years, and a yield of 41.68 billion kilograms, setting a new historical high. The planting area of oil crops has stepped up to 200 million acres. Meanwhile, data from the General Administration of Customs shows that China imported 160 million tons of grain throughout the year, a year-on-year increase of 11.7%. Soybean imports accounted for more than 60% of all grain imports. The imported soybeans not only meet the demand for edible vegetable oil consumption, but also meet the demand for soybean meal for livestock and poultry breeding. The consumption of feed soybean meal continues to increase, becoming one of the important factors driving soybean imports. "The reduction of feed soybean meal requires both 'cost reduction' and 'open source'. Chen Bangxun introduced that in 2023, the Ministry of Agriculture and Rural Affairs launched a three-year action plan to reduce and replace feed soybean meal, guiding the feed and animal husbandry industry to use materials scientifically. The proportion of soybean meal in feed formulas has decreased to 13%, a decrease of 1.5 percentage points from 2022. Based on the annual feed consumption, it is equivalent to a reduction of about 9 million tons of soybean consumption.". Next, the Ministry of Agriculture and Rural Affairs will make efforts from both supply and demand sides, consolidate and improve soybean production capacity, further improve the implementation rate of low protein diet technology, develop and utilize other protein feed resources, increase the supply of high-quality forage, and continue to promote food conservation and consumption reduction in livestock and poultry breeding. The meteorological department predicts that the overall agricultural meteorological outlook in China this year is off, and the task of agricultural disaster resistance and harvest is still arduous. Pan Wenbo, Director of the Planting Management Department of the Ministry of Agriculture and Rural Affairs, introduced that based on the idea of "disaster reduction is to increase production, and prevention is better than rescue", this year, disaster prevention plans and technical plans will be formulated for different regions and crops, accelerating the construction of "emergency and emergency" regional agricultural emergency response centers, carrying out guidance on sinking to the first line, contracting provinces and regions, and further improving agricultural disaster prevention
