The National Development and Reform Commission, the National Data Bureau, and other five departments recently jointly issued the Implementation Opinions on Deepening the Implementation of the "East West Computing" Project and Accelerating the Construction of a National Integrated Computing Power Network (hereinafter referred to as the "Opinions"), proposing a series of goals such as the preliminary formation of a comprehensive computing power infrastructure system by the end of 2025. The reporter learned that relevant departments will further improve the policy system, focus on the overall layout of data infrastructure, and carry out the construction of a national integrated computing power network demonstration project. Enterprises are also actively promoting the scientific layout of diversified computing resources and improving the level of inclusive and easy-to-use computing services. At the beginning of the new year, the construction of China Mobile Intelligent Computing Center (Hohhot) project has refreshed the "progress bar". It is reported that this is a large-scale single body intelligent computing center deployed by China Mobile on the national hub node of "East Calculation and West Calculation". It is expected to be launched in stages before April 2024, and the computing power scale can reach 5.5 EFLOPS after completion. It will provide large-scale training services to the entire network. In Zhongwei City, Ningxia, China Unicom is currently laying out the construction of an integrated hub node for intelligent computing, training, and promotion. This project supports the supply of computing power with a scale of over 1000 calories and can provide integrated computing network services for the western region. Han Zhendong, an infrastructure expert in China Unicom's cloud network, said that China Unicom is accelerating its layout around the "East Counts West Counts" hub node cluster, basically achieving full coverage of national hub cluster layout. Currently, it has been laid out in multiple starting areas such as Huailai in Hebei, Shaoguan in Guangdong, Wuhu in Anhui, and Tianfu in Sichuan, with a total scale of over 400000 IDC racks in the entire network. The main person in charge of the National Data Bureau recently stated in an interview with Xinhua News Agency that since the comprehensive launch of the "East West Calculation" project, the construction of national hub nodes has achieved phased results, and the uneven distribution of computing power resources from east to west has significantly improved, forming an initial trend of intensification. However, the responsible comrade also stated that there are still many problems that need to be solved, including the regional and structural layout of national hub nodes that need to be further improved, and the effective scheduling of computing power has not yet been fully solved. The Opinion proposes that by the end of 2025, a comprehensive computing power infrastructure system that is inclusive, easy to use, green and safe will be preliminarily formed, and the collaborative scheduling mechanism for computing power in the east and west will gradually improve. Multi computing power such as general computing power, intelligent computing power, and super computing power will accelerate the aggregation, and various types of new computing power in national hub areas will account for more than 60% of the country's new computing power. Previously, the Ministry of Industry and Information Technology and six other departments issued the "Action Plan for High Quality Development of Computing Infrastructure", clarifying multiple quantitative development indicators. It is proposed that by 2025, in terms of computing power, the scale of computing power will exceed 300EFLOPS, and the proportion of intelligent computing power will reach 35%, achieving balanced and coordinated development of computing power in the East and West. Li Donghong, Vice Dean of the Global Industry Research Institute at Tsinghua University, stated that the distribution and deployment scale of data centers will affect the quality of computing power supply and application efficiency. Currently, China's data center distribution and hardware demand for computing power still exhibit regional distribution characteristics of "high in the east and low in the west" and "dense in the east and sparse in the west". Relevant deployments will further promote efficient complementarity and collaborative linkage of computing power resources between the east and the west, and improve the efficiency of computing power facility utilization.
