The Ministry of Natural Resources recently issued a notice on coordinating and regulating satellite remote sensing monitoring of farmland protection (hereinafter referred to as the "Notice"). The Notice requires natural resource management departments at all levels to fully understand the important supporting role of satellite remote sensing (referred to as "satellite") monitoring in strengthening farmland protection work, give full play to technological advantages, and also recognize that satellite monitoring only provides clues to problems and cannot be directly used as a basis for administrative penalties. They must adhere to the principle of seeking truth from facts, conducting on-site inspections, and based on facts and policies, Objectively make a judgment on the legality of changes in cultivated land. It is reported that in recent years, modern information technologies such as satellite remote sensing have played an important technical support role in dynamic monitoring and supervision of farmland protection, land investigation, and assisting land inspection and law enforcement. However, in practical work, there are problems such as insufficient coordination, high frequency, and excessive verification and evidence in the distribution of satellite monitoring images. In some places, there are also phenomena such as simplified work, "one size fits all", and layer by layer reinforcement. To effectively solve such problems, the Ministry of Natural Resources coordinates and standardizes the monitoring work of farmland protection satellite images. The Notice requires an accurate understanding of the positioning and role of satellite monitoring in farmland protection work. Satellite monitoring is an auxiliary tool for timely understanding of changes in arable land, a technical means for monitoring and warning of unreasonable outflow of arable land, and an auxiliary method for quickly discovering clues to illegal and irregular occupation of arable land. The Ministry of Natural Resources will integrate the monitoring of land type changes in the first half of the year, annual land change investigations, and land use monitoring law enforcement that support the protection of cultivated land. The related satellite monitoring tasks will be coordinated into quarterly and annual satellite monitoring (national land use dynamic full coverage remote sensing monitoring). The monitoring maps will be adjusted from multi frequency distribution to quarterly distribution. (Lai Xin She)
