On the 27th, Zhan Chenhui, Deputy Director of the Development and Reform Commission of Fujian Province, stated that the water, electricity, gas, and bridge connections between Fujian and Kinmen and Matsu (hereinafter referred to as the "Little Four Connections") are related to the well-being of the people in Kinmen and Matsu. Fujian Province actively promotes related projects and has achieved practical results. The "Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Fujian in Exploring a New Road for Cross Strait Integration and Development and Building a Demonstration Zone for Cross Strait Integration and Development" (hereinafter referred to as the "Opinions") released in September this year proposed to explore the model of infrastructure cooperation between Xiamen and Kinmen, accelerate the promotion of electricity, ventilation, and bridge connection with Kinmen, and support Kinmen's sharing of Xiamen's new airport. Promote the connection of water, electricity, ventilation, and bridges between Fuzhou and Mazu. At the first press conference of the "Opinions" series held on the same day in Fujian Province, Zhan Chenhui introduced the latest progress of the "Small Four Links". In terms of water supply, since its official opening in 2018, Fujian has supplied over 30 million tons of water to Jinmen, accounting for 73% of the daily water supply of Jinmen County Water Plant, effectively ensuring the water supply for Jinmen's daily life and production. In February this year, the Jinmen Water Supply Source Guarantee Project with a total investment of 3.13 billion yuan began construction, and after completion, it will significantly improve the level of water supply guarantee to Jinmen. In terms of water supply to Mazu, the Fuzhou onshore project of supplying water to Mazu pipeline has been completed, and a total of 310 tons of water have been replenished to Taiwan's ships for daily use. The preliminary work for the second phase of the project has been fully launched. In the future, we will refer to the experience of the Jinmen Water Supply Project and plan to divert water from Lianjiang and lay pipelines under the sea to supply water to Mazu. In terms of electrification, relevant enterprises, industry associations, experts and scholars from both sides of the Taiwan Strait have had multiple exchanges and exchanges on the issue of electrification, and relevant technical solutions have been completed by the mainland. The Fujian side converter station of the power supply project to Jinmen and Mazu has been approved. In terms of ventilation, Fujian has basically met the conditions for LNG tank gas supply. In terms of connecting bridges, the Xiangjinmen and Mazu connecting bridge projects have formed plans and engineering technical schemes, and have been included in the national highway network planning. They are continuously optimizing the Fujian side road network connection project in conjunction with the 14th Five Year Plan. Recently, the Xiamen Third East Passage of the Xiamen side project of the Xiamen Golden Bridge has started construction. Zhan Chenhui said that in order to smoothly promote the construction of a number of major projects for the integration of Fujian and Taiwan, such as the "Small Four Links", we will implement "one list, three priorities" management for major projects for the integration of Fujian and Taiwan. "One list" refers to the establishment of a list of major projects for the integration and development of Fujian and Taiwan. Based on the actual situation, all projects will be included in key projects at all levels or promoted according to key project management. "Three priorities" refer to approval priority, element priority, and funding priority. Support the application of local government special bonds and budgeted investments for major projects in the integration of Fujian and Taiwan, and include them in financing special projects such as the Development and Reform Commission, China Development Bank Fujian Branch, and China Construction Bank Fujian Branch. Zhan Chenhui stated that in the next step, the Development and Reform Commission of Fujian Province, together with relevant departments and district level cities, will plan and generate more projects related to cross-strait facility connectivity and industrial cooperation based on the spirit of central documents, and include them in the list of major projects for Fujian Taiwan integration and development.
