The overall electricity supply is guaranteed during this year's peak winter season

2023-10-31

On the 30th, Zhang Xing, spokesperson for the National Energy Administration, stated that during the peak winter season this year, China's electricity supply is generally guaranteed and some areas are facing certain pressure. The National Energy Administration is planning and deploying in advance, taking multiple measures to ensure the safe and stable supply of electricity. Zhang Xing introduced the above situation at a regular press conference of the National Energy Administration. There are seven main arrangements for ensuring power supply during this year's peak winter season: firstly, to strengthen monitoring and analysis of power supply and demand, and guide local and enterprise efforts to ensure supply response; The second is to ensure that coal production remains high, increase the supply of high calorific value electric coal in Yunnan and other regions, and ensure the supply of natural gas in major gas and electricity provinces such as Guangdong and Hainan; The third is to accelerate the construction speed of power grid projects; Fourthly, we will fully leverage the overall allocation capacity of the large power grid, tap into the potential for mutual assistance between regions such as the northwest and south, and promote solutions to problems such as reluctance to sell electricity in inter provincial transactions; Fifth, guide power enterprises to optimize reservoir water storage, carry out equipment operation and maintenance maintenance, and ensure the peak capacity of units; Six is to do a good job in clean heating in the northern region, guide Hebei to fully play the role of newly launched LNG receiving stations, and implement gas sources for the heating season; The seventh is to improve demand side response capability, optimize orderly electricity use plans, and ensure people's livelihood and key user electricity use. It is reported that since the second half of this year, the growth of electricity demand has accelerated, and it is expected that the highest load in China during the peak winter period may increase by 140 million kilowatts compared to the same period last year, showing a significant increase. At present, the overall power supply in China is guaranteed, but some provinces in the northwest, east, southwest, and southern regions face significant pressure to ensure power supply. Among them, Yunnan has an electricity shortage, while western Inner Mongolia has an electricity shortage. In addition, there is uncertainty in extreme weather, water from major river basins, and fuel security in some areas. During the summer peak season that just passed, the maximum load and daily power generation in China reached historic highs this summer, about 50 million kilowatts and 1.5 billion kilowatt hours higher than last year's peak. "Zhang Xing introduced that during the summer peak season, the load of 24 provincial-level power grids in Jiangsu, Zhejiang, Guangdong, and other provinces reached more than 80 historical highs. Overall, the power system has effectively responded to severe challenges such as peak load, sustained high temperatures, and dry water from major river basins, and no orderly electricity consumption measures have been taken nationwide.
