On the 9th, the reporter learned from the Ministry of Industry and Information Technology that six departments, including the Ministry of Industry and Information Technology, the Central Cyberspace Office, the Ministry of Education, the National Health Commission, the People's Bank of China, and the State owned Assets Supervision and Administration Commission of the State Council, have jointly issued the "Action Plan for High Quality Development of Computing Infrastructure", proposing quantitative indicators for development by 2025 from four aspects: computing power, carrying capacity, storage capacity, and application empowerment. The plan proposes that by 2025, in terms of computing power, the scale of computing power will exceed 300 EFLOPS (EFLOPS refers to billions of floating-point operations per second), and the proportion of intelligent computing power will reach 35%. The balance and coordinated development of computing power in the East and West will be achieved. In terms of carrying capacity, the national hub node data center clusters have basically achieved direct network transmission with a delay of no more than 1.5 times the theoretical delay. The coverage rate of optical transmission network (OTN) in key application areas has reached 80%, and the backbone network and metropolitan area network fully support the use of innovative technologies such as IPv6 and SRv6, accounting for 40%. In terms of storage capacity, the total storage capacity exceeds 1800EB, with advanced storage capacity accounting for over 30%. The disaster recovery coverage rate of core and important data in key industries has reached 100%. In terms of application empowerment, we will create more than 30 application benchmarks around key areas such as industry, finance, healthcare, transportation, energy, and education. The plan also deploys 25 key tasks in six aspects, including improving the comprehensive supply system of computing power, enhancing the efficient carrying capacity of computing power, strengthening the efficient and flexible guarantee of storage capacity, deepening the application of computing power empowerment industry, promoting the development of green and low-carbon computing power, and strengthening the construction of security guarantee capacity. It is understood that computing power is a new type of productivity that integrates information computing power, network transportation power, and data storage power, mainly providing services to society through computing infrastructure. Computing infrastructure is an important resource and infrastructure that supports the development of the digital economy. It presents characteristics such as diversity, intelligence, agility, safety and reliability, green and low-carbon, and plays a crucial role in achieving digital transformation, cultivating future industries, and forming new driving forces for economic development.
