The meeting pointed out that Typhoon "Sula" is expected to move into the northeast sea surface of the South China Sea tonight or tomorrow morning, gradually approaching the coastal areas of southern Fujian to eastern Guangdong. It is possible to land on the above-mentioned coastal areas during the day on September 1 or move towards the southwest direction near the coastal waters of eastern Guangdong; The "sea anemone" will move in a northwest direction and may affect the waters of the eastern Hainan before or after September 3rd. At the same time, there is uncertainty in the path, magnitude, and impact area of typhoons, and the situation of flood control and typhoon prevention is complex and severe. The meeting emphasized the need to continuously consolidate various flood control and typhoon prevention responsibilities with the administrative head responsibility system as the core, strictly implement the five levels of guarantee responsibilities at the provincial, municipal, county, township, and village levels, urge the responsible person to go deep into the front line and command from the front, and strengthen inspection and supervision; Closely monitor the changes in typhoon intensity and the impact of wind and rain, effectively implement maritime prevention and control measures, organize the return of ships to port and the landing of personnel, closely monitor weak links such as coastal tourist attractions, construction sites, and high-altitude structures, take shutdown and control measures as appropriate, and make every effort to ensure the safety of personnel; Highlighting the prevention and response of strong rainfall and wind on land, intensifying monitoring of rainfall and water conditions, conducting rolling consultations and judgments, highlighting the inspection and elimination of mountain flood disaster risk areas, low-lying areas prone to waterlogging, geological hazard points, etc., strengthening the investigation of wind hazards in high-altitude structures, billboards, tower cranes, and landscape trees, taking reinforcement measures in advance, strengthening the linkage of early warning and emergency response, and implementing a disaster warning "response" mechanism that directly reaches grassroots responsible persons, Resolutely organize personnel from high-risk areas such as high and steep slopes, construction sites, tourist attractions, dangerous old houses, and industrial and mining enterprises to transfer and avoid danger.
