The new land sea channel in western China is of great significance in promoting the high-level opening up of Western China. The General Administration of Customs recently released 15 key measures (hereinafter referred to as "15 measures") focusing on four aspects: smooth logistics, assistance in opening up, cultivation of industries, and optimization of the environment, in order to better support the construction of the new land sea channel in the western region. This will contribute to accelerating the circulation of resource elements, optimizing the layout of industries along the line, and serving the expansion of opening up in the western region. Policy Focus on "Four Better". At a regular press briefing held by the General Administration of Customs recently, Wu Haiping, Director of the Comprehensive Business Department of the General Administration of Customs, said that the main content of the 15 key measures introduced by the customs can be summarized as "Four Better": firstly, to better promote the smooth flow of cross-border goods through channels. The "15" will promote the smooth cross-border logistics of the channel as the "top priority", including improving the level of customs clearance facilitation of multimodal intermodal transport of the new land and sea channel in the west, helping to expand the capacity of international railway intermodal transport, creating a logistics linkage platform for the new land and sea channel in the west, promoting the connection between the new land and sea channel in the west and the Trans-Eurasia Logistics, the Yangtze River golden waterway, giving full play to the connection of the new land and sea channel in the west with the "the Belt and Road", Collaborative connection with the Yangtze River Economic Belt. The second is to better build an open highland in the western inland region. The measures in this regard mainly include: giving support in the application for the construction of comprehensive bonded zones and bonded logistics centers, enhancing the energy level of the Open platform in the western region, promoting the synergy and linkage of the pilot free trade zones along the channel, supporting the replication and promotion of the customs regulatory innovation system in the pilot free trade zones, and promoting the superposition and mutual promotion of the Open platform and the new land and sea channels in the western region. The third is to better serve the development of economic and trade industries along the route. The "15" support the western land sea new channel to transform the advantages of logistics and open channels into the advantages of economic and trade industry development. It includes strengthening the implementation of the Regional Comprehensive Economic Partnership (RCEP), helping and guiding key industries and enterprises to make full use of the agreement rules to enjoy benefits, and assisting in industrial cooperation with ASEAN; Strengthen the monitoring and analysis of the import and export situation along the western land sea new channel, compile the "China ASEAN" trade index, further provide technical trade measures consulting services, and help enterprises "go global". The fourth is to better optimize the development and construction environment of the channel. Externally, the main focus is to strengthen cooperation with ASEAN countries in customs inspection and quarantine, and optimize the external environment. Internally, the main focus is to strengthen the coordination and cooperation between customs along the new channel, forming a supportive force. For example, we will deepen the construction of the "single window" western land and sea new channel platform, the "the Belt and Road" information sharing and exchange platform, and promote the one-stop handling of enterprise customs clearance and logistics operations. According to customs data, in the first half of this year, 4510 rail sea intermodal trains operated on the western land sea new channel, a year-on-year increase of 9%, effectively promoting the cross regional circulation of resource elements, significantly reducing logistics time and costs, and effectively solving the dilemma of "western goods exporting to the east". Wu Haiping stated that with the increasingly diverse forms of logistics organization in the western land sea new channel and the increasing volume of logistics, higher requirements have been put forward for strict customs supervision and efficient services.
