Recently, the Ministry of human resources and social security issued the notice on carrying out the action of human resources service institutions to stabilize employment and promote employment (hereinafter referred to as the notice), guiding all regions to give full play to the advantages of human resources service institutions in matching supply and demand, professionalism and efficiency, and contribute to the overall stability of employment and economic and social development. The notice requires all localities to fully mobilize all forces, strengthen market supervision, do a good job in publicity and guidance, constantly expand the supply of market-oriented employment services, and effectively enhance the effectiveness of promoting employment. The notice proposes seven specific measures. The first is to carry out job search and recruitment services on a large scale. Through online and offline combination, cross regional collaboration and other ways, we will increase the service intensity and recruitment frequency, and carry out joint recruitment for diversified employment needs. Second, we will spare no efforts to promote the employment of college graduates, organize national human resources service industrial parks, national talent markets and human resources service institutions, and carry out a series of special activities to recommend high-quality jobs and diversified employment services for college graduates. Third, actively help migrant workers stabilize employment, encourage and guide human resources service institutions to carry out labor cooperation, skill training, help labor brand construction and other services, and help migrant workers go out to work and find employment nearby. Fourth, focus on ensuring employment in key areas, focusing on manufacturing, service and other key areas, key enterprises and key projects, build a platform for the supply and demand of human resources services, develop service products for similar fields, and strengthen employment security. Fifth, innovate and develop flexible employment services, support human resources service institutions to use digital technology innovation to carry out labor surplus and shortage adjustment, human resources service outsourcing and other services, develop flexible employment platforms, participate in the construction of part-time job market, and expand employment channels. Sixth, actively support the development of human resources service institutions, strengthen the implementation of policies that benefit enterprises and the people, and help service institutions develop better through employment and entrepreneurship service subsidies, incentives and subsidies, reduction and exemption of site rent and other measures. Seventh, strengthen the monitoring of supply and demand information in the human resources market, implement the "front-line observation" project of the human resources market, support all regions to regularly publish the supply and demand situation of the human resources market, and encourage human resources service institutions to carry out analysis and prediction, so as to provide reference for workers' job hunting and employers' recruitment.
