1、 Preface 1. we, the leaders of the Federative Republic of Brazil, the Russian Federation, the Republic of India, the people's Republic of China and the Republic of South Africa, held the 14th BRICs leaders' meeting from June 23 to 24, 2022. The theme of this meeting is "building high-quality partnership to create a new era of global development". 2. we recall that over the past 16 years, the BRICs countries have adhered to the spirit of mutual respect and understanding, equality, solidarity and mutual assistance, openness and inclusiveness, and consensus. Mutual trust has been continuously enhanced, mutually beneficial cooperation has been deepened, and people to people and cultural exchanges have been continuously strengthened, and a series of major achievements have been made. We reaffirm the importance of further strengthening BRICs solidarity and cooperation based on common interests and priority areas, so as to further consolidate the BRICs strategic partnership. 3. we are pleased to note that despite the challenges such as the COVID-19, the BRICs countries will continue to work together to strengthen unity in 2022, deepen cooperation in the fields of economy, trade, finance, political security, people to people and cultural exchanges, public health and sustainable development, and hold a series of conferences and activities to promote BRICs cooperation to achieve tangible results. 4. we welcome the high level dialogue on global development held during the leaders' meeting, which reflects the openness and inclusiveness of the BRICs partnership, including the BRICs peripheral dialogue / BRICs + "cooperation. We look forward to the dialogue injecting new impetus into strengthening international solidarity and cooperation to implement the 2030 agenda for sustainable development. 2、 Strengthening and reforming Global Governance 5. we reaffirm our commitment to multilateralism, uphold international law, including the purposes and principles of the Charter of the United Nations as its indispensable cornerstone, and uphold the central role of the United Nations in the international system, in which sovereign States cooperate to maintain peace and security, promote sustainable development, promote and protect democracy, human rights and fundamental freedoms for all, and strengthen cooperation in the spirit of mutual respect, justice and equality. 6. we recall the BRICs joint statement on strengthening and reforming the multilateral system adopted by the foreign ministers of the five countries in 2021 and recall the principles therein, and agree that strengthening and reforming the multilateral system includes the following aspects: Global governance should be made more inclusive, representative and participatory in order to promote the deeper and more meaningful participation of developing and least developed countries, especially African countries, in global decision-making processes and structures, and to make global governance more in line with contemporary realities; It should be based on inclusive consultation and cooperation, conform to the interests of all, respect sovereign independence, equality, mutual legitimate interests and concerns, and make the response of multilateral organizations more rapid, effective, transparent and credible; Multilateral organizations should respond more quickly, effectively, transparently, democratically and objectively, focus on actions and solutions, be more credible, and cooperate to build international relations based on the norms and principles of international law, mutual respect, fairness and justice, the spirit of win-win cooperation and the realities of the contemporary world; Innovative and inclusive solutions, such as digital and technological tools, should be used to promote sustainable development and help all people have affordable and equitable access to global public goods; The capacity of States and international organizations should be strengthened to better respond to new, traditional and non-traditional challenges, including those from terrorism, money laundering, the Internet, information epidemics and false news; People centered international cooperation should be taken as the core to promote international and regional peace and security, promote economic and social development and protect the balance of nature. 7. recalling General Assembly resolution 75/1, we reiterate our call for the reform of the principal organs of the United Nations. We are committed to injecting new vitality into the discussions on the reform of the UN Security Council, continuing our efforts to revitalize the UN General Assembly and strengthen the UN Economic and Social Council. Recalling the 2005 World Summit Outcome, we reaffirm the need for a comprehensive reform of the United Nations, including its Security Council, to make it more representative, effective and efficient, and to enhance the representation of developing countries in order to meet global challenges. China and Russia reiterated their importance to the status and role of Brazil, India and South Africa in international affairs and supported their desire to play a greater role in the United Nations. 8. we appreciate the role played by India and Brazil as members of the UN Security Council during 2021-2022 and 2022-2023, respectively. The presence of the four BRICs members in the United Nations Security Council will further enhance the importance of our dialogue on international peace and security matters, and will provide an opportunity for the five countries to continue their cooperation in areas of common concern through regular exchanges among their permanent missions to the United Nations and other international occasions. 9. we reaffirm that all countries should cooperate in the promotion and protection of human rights and fundamental freedoms based on the principles of equality and mutual respect. We agree to continue to attach equal importance to and treat all human rights, including the right to development, in a fair and equal manner. We agree to strengthen cooperation on issues of common concern among BRICs countries, the United Nations General Assembly, the Human Rights Council and other multilateral frameworks, and believe that it is necessary to promote, protect and realize human rights in all countries in a non selective, non political and constructive manner and avoid double standards. We call for respect for democracy and human rights and stress that it should be reflected not only in domestic governance but also in global governance. We reaffirm our commitment to promoting and protecting democracy, human rights and fundamental freedoms for all, and to building a community of shared future for mankind on the basis of mutually beneficial cooperation. 10. we emphasize that global economic governance is essential for all countries to ensure sustainable development, and further recall supporting emerging markets and developing countries to expand and increase their participation in international economic decision-making and rule making processes. We reiterate our support for the G20 to play a leading role in global economic governance and stress that the G20 should remain intact and address current global challenges. We call on the international community to strengthen partnership and emphasize the need to strengthen macro policy coordination in order to push the world economy out of the crisis and achieve a strong, sustainable, balanced and inclusive post epidemic economic recovery. We urge major developed countries to adopt responsible economic policies, manage and control policy spillovers, and avoid serious impacts on developing countries. 11. we reaffirm our support for an open, transparent, inclusive, non discriminatory and rule-based multilateral trading system, represented by the world trade organization. We will constructively participate in the necessary reform of the WTO, build an open world economy, support trade and development, maintain the prominent position of the WTO in the formulation and governance of Global trade rules, support inclusive development, and safeguard the rights and interests of WTO members, including developing and least developed countries. We recognize that the special and differential treatment established by the WTO rules is a tool to promote the realization of the relevant economic growth and development goals of the WTO. We call on all WTO members to avoid adopting unilateralist and protectionist measures that violate the spirit and rules of the WTO. We stress that the urgent task is to start the selection process of the members of the appellate body as soon as possible in order to restore the binding two-level WTO dispute settlement mechanism. We believe that the resolution of the Appellate Body crisis is urgent and should not be linked to any other issues. We endorse the BRICs Declaration on strengthening the multilateral trading system and WTO reform adopted by the ministers of economy and trade. We appreciate the successful conclusion of the 12th WTO Ministerial Conference, which reflects the value of multilateralism. We encourage WTO members to maintain the momentum and achieve further substantive results at the 13th WTO Ministerial Conference. 12. we reiterate our support for a strong and effective global financial safety net centred on a quota based and adequately resourced IMF. We call for the successful completion of the 16th General Inspection of quotas on schedule before December 15, 2023, so as to reduce the IMF's dependence on temporary resources, solve the problem of underrepresentation of emerging markets and developing countries, enable them to participate substantively in the governance of the IMF, and protect the voice and shares of the poorest and weakest member countries. We welcome countries with sufficient external resources to provide support to countries in need through the borrowing of special drawing rights, and welcome the decision of the International Monetary Fund to establish a resilience and sustainability trust, and look forward to its early operation. 13. we have noted that the COVID-19 has brought serious impacts and difficulties to mankind. Uneven recovery exacerbates global inequality. The momentum of global economic growth has weakened and the economic outlook has declined. We are deeply concerned about the serious obstacles to global development, including the North South gap, the divergence of recovery, the existing development gap and the technological gap. This poses a major challenge to the implementation of the UN 2030 agenda for sustainable development. In particular, the scar effect of economy and health may continue after the current epidemic, especially for emerging markets and developing countries. We urge major developed economies to adopt responsible economic policies, manage and control policy spillovers, and avoid serious impacts on developing countries. We encourage multilateral financial institutions and international organizations to play a constructive role in building global consensus on economic policies and preventing systemic risks of economic disruption and financial fragmentation. We welcome the initiative to accelerate the implementation of the 2030 agenda for sustainable development. 3、 Unite to fight the epidemic 14. we reaffirm the need to ensure that people of all countries, especially those in developing countries, have access to safe, effective, accessible and affordable diagnostic tools, medicines, vaccines and key medical supplies, ensure equitable distribution of vaccines, accelerate vaccination and bridge the global "immunization gap". We support the World Health Organization in playing a leading role in combating the epidemic, the "new crown vaccine implementation plan" and the "global cooperation initiative to accelerate the development, production and fair access to new tools for the prevention and control of COVID-19". We recognize the importance of the WTO discussion on the proposal of intellectual property exemption for the new crown vaccine, and support countries, especially developing countries, to strengthen capacity-building and localized production of vaccines and other health tools. We emphasize the need to continue to strengthen BRICs cooperation in the fields of testing methods, treatment, R & D, vaccine production and mutual recognition, research on the safety and effectiveness of vaccines against new variants of novel coronavirus, and mutual recognition of new coronavirus vaccination and testing certificates (especially certificates for International Travel). 15. we reaffirm our support for multilateralism, continue to support the leading role of the World Health Organization in global health governance, and support the activities of relevant United Nations agencies. BRICs countries will strengthen multilateral technical cooperation and enhance their capacity to respond to major public health emergencies, universal health coverage, vaccine research and development, preventive and curative health care and digital health systems. We agreed to deepen existing cooperation by establishing closer cooperation between health institutions in BRICs countries and exploring cooperation projects in the health field. 16. we welcome the convening of the BRICs high level meeting on traditional medicine. 17. we emphasize that BRICs countries should further prepare for the COVID-19 and other public health emergencies in the future, and strengthen exchanges and cooperation in public health emergency early warning, pandemic prevention and response, and best practices in medical treatment. We welcome the launch of the BRICs vaccine R & D Center online and appreciate the initiative to strengthen vaccine cooperation and jointly build a defense line against epidemic diseases.
