Based on China's national conditions, we should respond to new challenges from the external environment, grasp key points, strengthen energy supply, take precautions, promote the commencement of energy projects with mature conditions and development needs, and promote the continuous optimization of energy structure. This can also expand effective investment and promote employment, which is beneficial to both the present and the long term. First, we should give full play to the main energy role of coal. We will work together to optimize the approval policies for production and project construction of coal enterprises, implement the local responsibility for stabilizing production and ensuring supply, and fully release advanced production capacity. Through nuclear capacity increase, production expansion and new production, 300 million tons of coal capacity will be added this year. Promote clean and efficient utilization of coal and strengthen the construction of reserve facilities. Using market-oriented and legal methods to guide the operation of coal prices in a reasonable range. Second, we should promote the transformation of energy conservation and emission reduction, flexibility and heating of coal-fired power units, and improve energy efficiency. The scale of transformation in the whole year exceeded 220 million kilowatts. For the transformation, the time of normal overhaul of the unit shall be selected to prevent affecting the stable power supply. Implement financial policies to support the transformation of coal-fired power units. Third, nuclear power should be developed in an orderly manner on the premise of strict supervision and ensuring absolute safety. After years of preparation and comprehensive evaluation and review, three new nuclear power unit projects in Sanmen, Zhejiang, Haiyang, Shandong and Lufeng, Guangdong have been approved.
