The army is like the arrow of war, and national defense mobilization is like the bow of war. Only when the bow is full can the arrow shoot far. National defense mobilization is a bridge and link between economic and national defense construction, directly related to the integrated national strategic system and capacity building. After the deepening of the reform of the national defense mobilization system was implemented, various regions established national defense mobilization offices, which changed the situation where national defense mobilization was basically carried out by military organs on one shoulder. A preliminary work pattern was formed under the unified leadership of the Party, with each military and civilian party performing their respective duties and closely coordinating. In the new work pattern, various regions have made explorations and innovations on how to further promote the high-quality development of national defense mobilization construction. In this issue, we focus on a group of military civilian joint efforts to play a game of chess and sing a play, promoting national defense mobilization work from different levels and in different ways. The National Defense Mobilization Office of Changning City, Hunan Province carried out air defense and disaster prevention knowledge publicity at Shangyu Middle School. On May 9th, Hu Wenyong, the director of the Postal Administration Bureau of Hohhot City, Inner Mongolia, walked out of the Municipal Party School and expressed his thoughts on the role of Huang Shenda in organizing and commanding cadres to participate in a training demonstration. "Through participating in the training, I gained a clearer understanding of what national defense mobilization is, what it does, and why, and formed a general plan for future work.". Like Hu Wenyong, the top leaders of dozens of member units and county (district, banner) chiefs of the city's National Defense Commission benefited greatly from the three-day national defense mobilization and command cadres' ability training. The national defense mobilization work involves multiple stages and a long chain. In order to promote all parties to enter their roles and states as soon as possible, the Hohhot Municipal Party Committee has decided to organize training sessions for the leaders of member units and county (district, banner) leaders in the name of the National Development and Reform Commission. "Taking advantage of the reform trend, we will build the National Development Commission into a strong fighting collective." The main leaders of the Municipal Party Committee and Municipal Government require all relevant personnel to participate in the training, and the organizers of the training will make every effort to launch high-quality courses and cultivate knowledgeable individuals. The leaders of member units and county (district, banner) chiefs have the responsibility of commanding local defense mobilization in this system. Many people have doubts about how to effectively fulfill their responsibilities. In order to come up with specific and effective methods, special teams have been established in the Hohhot Garrison District and the Municipal State Affairs Office to conduct in-depth research on laws and policies, and humbly seek advice in areas and units where national defense mobilization work is more active. After research and exploration, they formed preliminary ideas in launching and operating the National Defense Mobilization Command, coordinating and implementing the needs of the troops, and after multiple inspections and polishing, they formed a set of national defense mobilization action plans that are close to the local reality. They also filmed two vivid and intuitive demonstration films. The city leaders take the lead in learning and training, and the trainees have high enthusiasm and quick entry. According to Article 10 of the National Defense Mobilization Law of the People's Republic of China, after the state decides to implement national defense mobilization, local people's governments shall organize the implementation of national defense mobilization in their administrative regions based on the national defense mobilization tasks assigned by their superiors. "The determination to transition between peace and war in an administrative region is determined by the director of the National Development and Reform Commission at the meeting." After watching the demonstration film to understand this procedure, Nan Nan, the district mayor and director of the National Development and Reform Commission of Yuquan District in the city, said that as a person in charge of the first level government, one should always be prepared for danger in times of peace, and never "cram for it temporarily". Establishing a national defense mobilization command center is the primary task for the transition from peacetime to wartime. The command center is composed of several elements, each of which is composed of personnel from both military and civilian sides. Seeing the scene of commanders deploying troops in the demonstration film, the trainees were inspired: only by understanding the potential of national defense mobilization in this system and region can they plan and fulfill their mission at critical moments. "How to quickly and efficiently receive and implement the demands put forward by the military is also a key issue of concern for trainees." The person in charge of the training program, Yun Zhufeng, said that the demonstration film provides a detailed introduction to the process of holding a task meeting, organizing needs analysis, conducting on-site inspections, and completing handover procedures, drawing a clear "roadmap" for everyone. The demonstration film conveys a clear signal: to integrate the leadership of the Party into all aspects of the entire process of national defense mobilization. After the establishment of the National Defense Mobilization Command, a temporary party committee was established as soon as possible. The demonstration film used the determination of the action plan as an example to demonstrate the methods and procedures of the National Defense Mobilization Command convening the party committee. We need to have clear thinking and sufficient motivation. In this training, participants generally reported strong targeting, and many of the viewpoints taught by experts became hot topics for discussion; Organizing visits to the stationed troops, face-to-face and close contact with weapons and equipment with grassroots officers and soldiers, has strengthened the national defense awareness of the trainees. After training, military and civilian leaders generally feel that in the future, they should follow the "one game" approach, form a joint effort to grasp work, and promote member units of the National Development and Reform Commission at all levels to move, practice, and become stronger. In mid May, Hengyang City, Hunan Province, in conjunction with the Joint Office of the National Development and Reform Commission, conducted on-site verification on the potential data of national defense mobilization collected at the city and county levels, to determine whether the location of the reserve warehouse is accurate, whether the quantity of rescue materials is accurate, and whether the types of materials correspond. It is understood that as of now, the potential data held by the Municipal Office of National Development is nearly twice that of the initial listing. The purpose of this verification is to identify and fill in any gaps, improve the accuracy and freshness of the data. After the establishment of the Hengyang National Movement Office, some tasks that were originally undertaken by the security zone were transferred to the National Movement Office. However, after the task was transferred, the military and civilian sides still maintain close cooperation in actual work. The Joint Office of the Municipal State Council has become an important link for military civilian information exchange, joint document handling, and important matter consultations, gradually forming a work pattern of both military and civilian functions and close coordination under the unified leadership of the Party. Relying on the platform of the Joint Office of the Military and Civilian Affairs Commission, some tasks previously handled by military agencies have been transformed into two joint operations, with two ropes twisted together to create a "1+1>2" effect. When the Joint Office of the Municipal National Action Committee organizes a potential statistical investigation and deployment meeting for member units of the municipal and county level military civilian national action committees, and decomposes tasks to districts and counties, the tasks are jointly claimed by one person in charge of each level's national action office and the People's Armed Forces Department, and personnel from the People's Armed Forces Department provide "paired assistance" to those who lack experience in the national action office. This year, Tang Qing, a staff member of the Hengnan County National Movement Office, paired up with Wang Jian, a staff member of the County People's Armed Forces Department. Faced with the complex data mining statistics of numerous departments, Tang Qing sometimes felt at a loss. Regarding Tang Qing's issue, Wang Jian maintained close contact with him, actively imparting experience while transferring basic data. In close collaboration, they carry out visits, investigations, supervision and evaluations in the name of the joint office. As the business becomes more proficient, the advantages of the National Development Office as a comprehensive local coordination department are fully utilized. Due to closer connections with local departments, more comprehensive personnel allocation, wider coverage, and more convenient and accurate data mastery. In a certain sense, national defense mobilization is a process of supply and demand docking: exploring high-quality local resources to meet the needs of the military and the front. Last year, the Joint Office of the State Council of Hengyang City conducted a comprehensive investigation of key military facilities, collecting a number of issues related to the construction of military facility protection projects, renovation of dangerous buildings, and access to water supply networks to support the development of the military. Previously, the protection of military facilities needed to be resolved through consultation between the security zone and local functional departments, and difficult issues were submitted to the Party Committee and the Military Council. With the widespread establishment of national defense mobilization offices by governments at or above the county level, who will take charge of work below the county level, how to do it, and how to extend national defense mobilization to the end to form an efficient and efficient grassroots national defense mobilization force have become the problems that Jiaxing National Defense Office is focusing on solving. In response to the issue, the Jiaxing National Defense Office is exploring the establishment of national defense mobilization workstations in townships (streets), with the Minister of Armed Forces serving as the station director and the village (community) setting up national defense mobilization contact points. The village (community) party organization secretary also serves as the contact point director, and the grid personnel are responsible for national defense mobilization tasks. Each level should fulfill their responsibilities and do their job well, achieving full coverage of the national defense mobilization organizational system. "The establishment of the National Defense Mobilization Workstation has brought us closer to the relevant industries, and solved problems such as multiple threads, heavy tasks, and difficult coordination. We quickly grasped the potential for mobilization in our jurisdiction." In the view of Zhang Xiaoping, the director of the National Defense Mobilization Workstation in Xincheng Town, Xiuzhou District, exploring the integration and co construction of the workstation with the Ministry of Armed Forces and the Veterans Service Station, as well as resource sharing, can promote mutual progress and synchronous improvement. While reserving materials, it facilitates disaster prevention education and emergency drills, and mobilizes the enthusiasm of grassroots to promote national defense mobilization construction. As of now, all townships (streets) in Jiaxing City have completed the construction of national defense mobilization workstations, villages (communities) have completed the construction of contact points, all grid members have clearly defined their work responsibilities, and the role of the three national defense mobilization teams is highlighted.
