The relevant legislation will come into effect after being signed by the Chief Executive and undergoing constitutional procedures. The Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, attended the speech and stated that today is a historic moment in Hong Kong, and the historical mission of legislating Article 23 of the Basic Law has finally been completed.
