Statistics show that the number of small and medium-sized enterprises in China exceeds 52 million, including 500000 technology-based small and medium-sized enterprises, 465000 high-tech enterprises, 215000 innovative small and medium-sized enterprises, and 103000 specialized, refined, and new small and medium-sized enterprises, which are important sources of new technologies, industries, and formats. With the increasingly fierce market competition, more and more technology-based innovative small and medium-sized enterprises are realizing the important role of intellectual property rights and paying more attention to shaping new development advantages through technological innovation. However, there are also a considerable number of enterprises that face problems such as a lack of resource elements and weak patent industrialization capabilities, which to some extent constrain their sustained innovation and development and growth. Patent industrialization is the process of using patent technology to produce products and put them on the market. It is also an effective way for enterprises to enhance their innovation ability, win competitive advantages, and improve economic benefits by using the patent system. In October 2023, the General Office of the State Council issued the "Special Action Plan for Patent Transformation and Utilization (2023-2025)", which listed "promoting the growth of small and medium-sized enterprises through patent industrialization" as a key task and put forward clear requirements for promoting the patent transformation and utilization of small and medium-sized enterprises. This implementation plan is aimed at technology-based innovative small and medium-sized enterprises with innovative capabilities, adopting a combination of "inclusive services+key cultivation" to promote the growth of small and medium-sized enterprises through patent industrialization. In terms of inclusive services, the Implementation Plan is aimed at technology-based and innovative small and medium-sized enterprises, focusing on patent industrialization, strengthening the inclusive supply of intellectual property public services, continuously improving the level of equalization and accessibility of services, providing small and medium-sized enterprises with open and convenient paths to find public services, and equal opportunities to enjoy the policy dividends of public services. On the basis of providing inclusive services, key cultivation will be implemented, and the Implementation Plan will focus on supporting the growth and growth of a group of high growth small and medium-sized enterprises, exploring effective paths to promote the growth of small and medium-sized enterprises through patent industrialization. The Implementation Plan sets 10 evaluation indicators from the dimensions of industrial field, scientific research strength, intellectual property, etc., forming basic standards for enterprises entering the database, and strives to select small and medium-sized enterprises with good patent industrialization foundation and promising prospects.
