At the beginning of the 2024 National People's Congress and Chinese People's Political Consultative Conference, "private economy" unexpectedly became a hot topic. On the afternoon of March 3rd, the press conference of the Second Session of the 14th National Committee of the Chinese People's Political Consultative Conference was held. The spokesperson for the conference, Liu Jie, has been introducing relevant information about the conference to domestic and foreign media and answering questions from reporters. One of the questions is about the private economy. In recent days, the attention of representatives and committee members to the private economy has clearly remained high. Especially on the eve of the Two Sessions, good news came from the legislation of the Private Economy Promotion Law: On February 21st, the Ministry of Justice, the National Development and Reform Commission, and the Legal Work Committee of the Standing Committee of the National People's Congress jointly organized a symposium on the legislation of the Private Economy Promotion Law. The meeting emphasized accelerating the formulation of the Private Economy Promotion Law to promote the development and growth of the private economy. During an interview with the Legal Daily, it was found that many representatives and members were very excited about the Law on the Promotion of Private Economy, hoping that this law could provide a more solid legal guarantee for the private economy. There are already signs to follow in implementing the policy benefits of the private economy. The year 2023, which has just passed, is known as the "policy year" of the private economy: "two unwavering" as the keyword, frequently appears in high-level meetings and relevant documents; The Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy have been released; The National Development and Reform Commission has established a Bureau for the Development of Private Economy; Several ministries have introduced dozens of targeted supporting measures related to the private economy... Since the beginning of this year, positive signals to promote the development of private enterprises have continued to be released. In the development tasks defined by multiple regions and departments in 2024, there are content related to the private economy. "Private economy" has become an indisputable keyword and high-frequency term. "Last year, I followed a research team from the National Committee of the Chinese People's Political Consultative Conference and the All China Federation of Industry and Commerce to investigate the actual development of our private enterprises in Shanghai, Hong Kong and Macao, Thailand, Indonesia, and other places. During this process, I felt that our business environment was getting better and better," Wang Yu, a member of the National Committee of the Chinese People's Political Consultative Conference and Chairman of Spring Airlines, told reporters. On February 21st, Wang Yu was invited to attend the aforementioned private economy legislative symposium and provide suggestions. He said with great excitement, "It is necessary for us to implement these good policies in the form of laws, so that our private economy has a special national law. Using governance to safeguard the high-quality development of the private economy, the Chinese economy will definitely usher in a new historical opportunity for development." Yu Jian, a member of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the Chengdu Federation of Industry and Commerce, said that the level, density, and breadth of policies related to the private economy are unprecedented, greatly boosting the confidence of private enterprises in their development. Private enterprises are eager to standardize and formalize a series of policies that promote the healthy and high-quality development of the private economy through laws to ensure stability. "We urgently need to establish important policy content in the past through legislation, and implement policy benefits." Chi Rida, a member of the National Committee of the Chinese People's Political Consultative Conference, Vice Chairman of the All China Lawyers Association, and Director of Jilin Gongcheng Law Firm, paid special attention to the accelerated formulation of the Private Economy Promotion Law. He also mentioned that many regions have already introduced local regulations to promote private economy, and there are currently fundamental and institutional issues that urgently require guidance from higher-level laws.
