Contributing the Wisdom of Chinese Judges to the Promotion of World Rule of Law Civilization - The Supreme People's Court Holds a Special Lecture on the Training of Foreign Legal Talents

What cases are handled by the courts of the United Nations and international organizations? What are the commonalities between the litigation philosophy of the court and Chinese courts? What are the inspirations for the trial work of Chinese courts from the case management information system, precedent citation habits, judicial review standards, etc. of the court? What kind of "Chinese wisdom" does Chinese judges bring to these international courts regarding trials? On February 23rd, the Supreme People's Court organized a special lecture on the cultivation of foreign-related legal talents. Gao Xiaoli, President of the Second Civil Division of the Supreme People's Court and Judge of the United Nations Appeals Tribunal, Shen Hongyu, President of the Fourth Civil Division of the Supreme People's Court and Judge of the International Labour Organization Administrative Tribunal, as well as Sun Xiangzhuang, Judge of the United Nations Dispute Tribunal, combined their own experiences to share their experience in foreign-related judicial work with the police officers of the Supreme People's Court. The key to successfully being elected as a judge of the International Administrative Tribunal lies in having a strong motherland behind it. This is a shared feeling among the three judges who entered the world stage of rule of law from the Supreme People's Court of China and actively participated in international affairs. The high-quality development of China's economy and society, as well as the achievements of judicial reform in Chinese courts, have continuously enhanced China's international influence and appeal. On November 15, 2022, at the 34th plenary session of the 77th United Nations General Assembly, Gao Xiaoli was elected as a judge of the United Nations Appeals Tribunal, becoming the first Chinese judge of the United Nations Appeals Tribunal. "In the process of handling cases at the United Nations Appeals Tribunal, I fully feel that this is an important process of mutual learning of international judicial civilization." Gao Xiaoli introduced the historical evolution, organizational structure, case types, workflow, case management system, legal rule system, and precedent citation of the United Nations and international organization courts. "Practical action is the best persuasive power," Gao Xiaoli said. In the process of handling cases, her rich judicial experience accumulated in Chinese courts has also helped her solve some tricky long-term unresolved cases, winning the respect of Chinese judges from other countries. "We look forward to more Chinese judges participating in international exchanges, accumulating cutting-edge theories and practical experience in international law, better showcasing the image of Chinese judges on the international multilateral stage, and making positive contributions to promoting the construction of international rule of law." said Gao Xiaoli. Shen Hongyu is nicknamed "Eagle Eye Judge" in the Administrative Tribunal of the International Labour Organization. "As long as she brushes her eyes, she can detect errors in the judgment manuscript." This is the evaluation of Shen Hongyu by colleagues at the International Court of Justice. Whether handling cases on his own or participating in other judges' cases, Shen Hongyu is particularly meticulous in reviewing the case files. When participating in case deliberation and discussion, he often points out the flaws in the fact finding section of the judgment document. Shen Hongyu is the first Chinese judge in the nearly 100 year history of the Administrative Tribunal of the International Labour Organization, filling the gap in China's appointment in the internal judicial system of the International Labour Organization and even in the Administrative Tribunal of international organizations. "I am very confident in putting the century old baton of the court into the hands of young Chinese judges," Shen Hongyu remembers. After she handled a mental injury compensation case alone, the President of the International Labour Organization Administrative Tribunal sighed. "This is a brand new job, a challenge in a new field, and an important way to represent a country in international governance."
