So, during the 2023 National People's Congress and Chinese People's Political Consultative Conference, he proposed the development of a series of relevant technical standards for the protection and restoration of small and micro wetlands, which quickly received attention from the National Forestry and Grassland Administration. With the continuous advancement of China's ecological civilization construction, wetlands with significant ecological functions are receiving more and more attention. In recent years, there have been more voices related to wetland protection at the National People's Congress and the Chinese People's Political Consultative Conference. In 2023 alone, the National Forestry and Grassland Administration undertook 49 proposals for wetland protection and restoration. The National Forestry and Grassland Administration attaches great importance to the handling of suggestions and proposals. Together with various co organizing units, they carefully study the handling response opinions, repeatedly communicate with the representative committee members on the handling situation, and combine the handling suggestions and proposals with actual work, striving to transform reasonable suggestions into specific policy measures and obtain the recognition of the representative committee members. "Last year, during the National People's Congress and Chinese People's Political Consultative Conference, I proposed to support Qinghai's application for international and national important wetlands, and received feedback on its adoption by the end of June." Dong Quanmin, a representative of the National People's Congress and Vice President of the Academy of Animal Husbandry and Veterinary Sciences of Qinghai University, said that in September 2023, the Standing Committee of the National People's Congress, the Environmental Protection and Resources Commission, in conjunction with relevant officials from the National Forestry and Grassland Administration, invited him to conduct on-site inspections and hold symposiums in Xining City, Yushu Prefecture, and other places in Qinghai, Engage in sufficient communication and discussion. In 2023, Longbaotan Wetland in Qinghai Province was listed as an internationally important wetland, and three wetlands including Ulandulan Lake, Qumalaidequyuan, and Zekuzequ were listed as national important wetlands, which excited Dong Quanmin. Strengthening the construction of important international and national wetlands based on the natural resources of Qinghai wetlands is conducive to increasing the protection of important wetlands and maintaining China's ecological security. Mangrove forests are a wetland woody plant community composed of evergreen trees or shrubs dominated by mangrove plants, and are a distinctive wetland ecosystem. In response to the proposal jointly put forward by members of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, academician of the CAS Member, and professor Ni Jinren of Peking University to accelerate the planning and construction of Shenzhen "International Mangrove Center", the State Forestry and Grass Administration set up a leading group for the preparatory work to accelerate the construction of the International Mangrove Center. In September 2023, with the active promotion of the National Forestry and Grassland Administration, the 62nd meeting of the Standing Committee of the Wetland Convention approved a regional motion proposal for China to establish an international mangrove center in Shenzhen, which will further promote international cooperation in mangrove protection, restoration, and rational utilization. Since 2023, the National Forestry and Grassland Administration has actively absorbed suggestions and proposals from representative members to promote wetland classification
