Stable and Improved Development of Intellectual Property in China

From January to September this year, China granted 699000 invention patents and accepted 53000 PCT international patent applications. At the 12th China Intellectual Property Conference recently held, data released by the World Intellectual Property Organization showed that 70% of global intellectual property applications come from the Asian region, and China is playing an increasingly important role in it. In recent years, China's influence in the global innovation ecosystem has been continuously increasing. Intellectual property rights have not only become a catalyst for stimulating innovation, but also an accelerator for economic development. The China National Intellectual Property Administration announced that from January to September this year, China authorized 699000 invention patents and accepted 53000 PCT (Patent Cooperation Treaty) international patent applications. As of September this year, the effective number of domestic invention patents in China reached 3.908 million. Currently, the development of China's intellectual property industry is steadily improving its quality, presenting new characteristics and trends. The intellectual property protection system has become more complete, and the rapid collaborative protection mechanism has accelerated the formation of strong seasonal characteristics of home textile products, making it easy for infringement evidence to be transferred and lost, resulting in a shorter period of time for rights holders to protect their rights. In Nantong City, Jiangsu Province, when the rights holder discovers such infringing products, they can immediately file a complaint with the China Nantong (Home Textile) Intellectual Property Rapid Protection Center through phone or internet. After receiving a complaint, the center can arrive at the scene for investigation and evidence collection within 30 minutes of working time and 90 minutes of non working time. The handling work will be carried out within 3 days, and oral examination, cross examination, and mediation will be carried out simultaneously. Generally, cases can be resolved through mediation within 2 weeks. In recent years, China's intellectual property protection system has become more perfect, and the formation of a rapid collaborative protection mechanism has accelerated. The National Intellectual Property Protection Center and the Rapid Rights Protection Center play an important role in the work of rapid pre examination, rapid rights protection, and rapid rights confirmation, and the comprehensive effectiveness of "one-stop" intellectual property protection is even more prominent. Local characteristic industries such as Nantong Home Textile, Yixing Ceramics, Xiamen Kitchen and Bathroom, and Bazhou Furniture have corresponding intellectual property protection platforms. Taking the patent pre examination system as an example, it plays an important role in motivating enterprises to innovate. Home textile products have fast pattern updates and short sales cycles, with a typical pattern design lifespan of only one season. If the review cycle is too long, it will hinder the innovative development of the enterprise. The Nantong (Home Textile) Intellectual Property Rapid Protection Center in China has taken multiple measures simultaneously, not only accelerating the pre examination of fabric pattern patents by compressing the production cycle of patent evaluation reports, but also adding pre examination of patents for lace ribbons, home textile kits, curtains, etc. "Constantly improving the 'whole chain' protection system of intellectual property can effectively improve the speed and quality of handling intellectual property disputes, reduce the cost of safeguarding rights, and enhance the sense of gain of business entities," said the relevant person in charge of the Intellectual Property Protection Department of the China National Intellectual Property Administration. At the same time, the National Intellectual Property Protection Center and the Rapid Rights Protection Center continue to increase their efforts in patent navigation analysis, strengthen the supply of professional intellectual property data resources and open sharing of information, explore and expand the field of intellectual property services, meet the diverse needs of innovation entities, support regional advantages and precise development of characteristic industries.
