The "Regulations on the Protection of Minors on the Internet" has recently been officially announced, which is China's first comprehensive legislation on the protection of minors on the internet. It reflects the high importance and warm care that the Party and the state attach to the growth and development of minors, marking a new stage in the construction of the rule of law for the protection of minors on the internet in China. As of June this year, the number of netizens in China has reached 1.079 billion, and the number of underage netizens has exceeded 191 million. The Internet has expanded the learning and living space for minors, but some illegal and harmful information also has a negative impact on their physical and mental health. In addition, the awareness and ability of minors to safely and reasonably use the internet are not strong, and to prevent personal information from being abused or addicted to the internet, it is necessary to strengthen the construction of the rule of law and build a new mechanism for protecting minors' internet in the digital age. The Regulations adhere to a problem oriented approach and focus on the prominent issues faced by minors in online protection. For example, addiction to the internet has had a serious impact on the physical and mental health and normal learning and life of minors, and has become a hot topic of concern for the whole society. The Regulations clearly require online product and service providers to establish and improve anti addiction systems, refine the real name system for online games, establish and improve anti addiction game rules, and prevent and resist negative value tendencies such as traffic prioritization. For network service providers, enhancing user stickiness is a key indicator of product design success, which contradicts the natural tendency to prevent users from becoming addicted. To this end, the Regulations propose requirements for regularly conducting impact assessments on minors' online protection, providing models or zones for minors, and developing specialized platform rules for some online platform service providers that have a significant impact on the minors group. It should be pointed out that the Regulations do not simply define minors as protected individuals, but rather as important internet users, fully respecting their right to use the internet. All protective measures in the Regulations are aimed at supporting the scientific, civilized, safe, and reasonable use of the internet by minors, and clearly stipulate that it is strictly prohibited to interfere with minors' addiction to the internet in a way that infringes on their physical and mental health. This is a manifestation of the progress of legislative concepts in the new era. The promulgation of the Regulations has further improved and improved the legal and regulatory system for the protection of young people. Together with comprehensive laws, specialized laws for minors, relevant administrative regulations, local regulations, departmental rules, and supporting judicial interpretations, they have jointly constructed a legal barrier to safeguard the rights and interests of young people. The life of laws and regulations lies in their implementation. After the implementation of the Regulations, relevant government departments, enterprises, schools, families, industry organizations, news media, etc. should actively fulfill their responsibilities in the protection of minors' network, strengthen the supervision and protection of minors' network use, provide a safe and healthy network environment for minors, and create a clear network space.
