The Beijing Municipal Health Commission has recently taken the lead in organizing the formulation of the "Implementation Measures for Internet Diagnosis and Treatment Supervision in Beijing (Trial)", and has publicly solicited opinions from the public. The public can provide feedback to the Municipal Health Commission before September 16th. According to the method: Medical institutions should strengthen drug management when conducting online diagnosis and treatment activities, strictly prohibit the use of artificial intelligence and other automatic prescription generation methods, and strictly prohibit providing drugs to patients before the prescription is issued. Medical institutions should conduct real name authentication for medical personnel engaged in internet diagnosis and treatment activities to ensure that they have legal qualifications. Physicians conducting online diagnosis and treatment activities should obtain corresponding professional qualifications in accordance with the law, have at least 3 years of independent clinical work experience, and obtain the consent of their registered medical institution. Medical personnel who engage in internet diagnosis and treatment activities in internet hospitals other than their main practice institutions should register or practice with multiple institutions in accordance with relevant national and municipal requirements. Physicians need to undergo real name authentication before receiving medical treatment to ensure that they provide diagnosis and treatment services. Other personnel, artificial intelligence software, etc. are not allowed to impersonate or replace the doctors themselves in providing diagnosis and treatment services. Internet diagnosis and treatment implement a real name system, and medical institutions should inform patients that they have the obligation to provide real identification and basic information to medical institutions, and shall not impersonate others for medical treatment. When seeking medical treatment, patients should provide medical records with clear diagnoses, such as outpatient medical records, inpatient medical records, discharge summaries, diagnostic certificates, etc. The attending physician should retain relevant information and determine whether they meet the conditions for follow-up. Medical institutions should clarify the termination conditions for internet diagnosis and treatment. When the patient's condition changes, the current visit is judged as the first visit by the physician, or there are other situations that are not suitable for internet diagnosis and treatment, the attending physician should immediately terminate internet diagnosis and treatment activities and guide the patient to seek medical treatment at a physical medical institution. Internet medical records shall be managed in accordance with the relevant regulations of outpatient electronic medical records, and shall be kept for no less than 15 years. The retention time of process records such as graphic dialogues, audio and video materials during diagnosis and treatment shall not be less than 3 years. Medical institutions should strengthen drug management when carrying out online diagnosis and treatment activities. Prescriptions should be issued by the attending physician themselves, and can only take effect after being reviewed and approved by the pharmacist. The use of artificial intelligence and other automatic prescription generation methods is strictly prohibited; Prescription drugs should be sold, dispensed, and used with a doctor's prescription; It is strictly prohibited to provide medication to patients before prescribing; It is strictly prohibited to unify for commercial purposes. The medical service fee items and fee standards for internet diagnosis and treatment should be publicly displayed on the internet diagnosis and treatment platform to facilitate patient inquiries. Medical institutions should strictly implement relevant regulations, and the personal income of medical personnel should not be linked to drug income. It is strictly prohibited to refer patients or purchase drugs, consumables, etc. at designated locations for the purpose of seeking personal benefits. The Municipal Health Commission will establish a Beijing Internet Diagnosis and Treatment Supervision Platform to supervise medical institutions engaged in Internet diagnosis and treatment activities. Medical institutions should actively connect with the platform, timely upload and update relevant practice information, and actively accept supervision. The urban health administrative department shall promptly disclose to the society the list of medical institutions and internet hospitals that have been approved to carry out internet diagnosis and treatment according to their authority, their service entrances, and supervision telephone numbers or other supervision methods, and promptly accept and handle illegal and irregular behaviors.
