Multiple Measures Taken by Guangdong to Ensure Maritime Traffic and Fishery Production Safety in the South China Sea

2023-08-17

The peak fishing season in the South China Sea in 2023 ended at 12:00 on the 16th, and many places in Guangdong held fishing festivals. Tens of thousands of fishing boats set sail together, creating a magnificent scene. Guangdong's maritime department has taken multiple measures to ensure the safety of maritime traffic and fishery production. On the 16th, the reporter learned from the Guangdong Maritime Safety Bureau that on the first day of fishing, it is expected that tens of thousands of fishing boats will concentrate across the Qiongzhou Strait from east to west. In order to ensure the navigation and fishing safety of passenger ro ro ships, the Qiongzhou Strait passenger ro ships will be suspended from 19:00 on August 16th to 5:00 on August 17th. In the Shanwei sea area, patrol boats escorted the fishing festival on site. In order to ensure the overall stability of maritime traffic and fishery production safety situation, the Guangdong Maritime Safety Administration provided pictures. Through the intelligent maritime supervision service system, the Guangdong Maritime Safety Administration promptly issued fishing warning information to passing commercial fishing vessels. Through the safety production training course for fishing vessel captains, water safety knowledge was introduced into fishing villages and stations, and commercial fishing captains "faced" and "learned from each other", Distribute measures such as the "Safety Guidelines for Preventing Collisions between Commercial Fishing Vessels in China's Coastal Navigation" to commercial fishing vessels, further improving the safety navigation and risk prevention awareness of commercial fishing vessels in their jurisdiction. The Guangdong maritime department also collaborated with the Guangdong Province "Commercial and Fishery Joint Governance 2023" special action to share maritime safety information, and worked with departments such as the fishery administration and maritime police to strengthen joint cruise law enforcement in key water areas, especially in fishing vessel operation areas and commercial vessel customary routes. They also strengthened safety reminders during key time periods, strengthened joint publicity and education among key enterprises and personnel, and focused on preventing and curbing major commercial and fishing vessel collisions. In the Huizhou waters, the Huizhou Maritime Safety Bureau, in conjunction with the Municipal Marine Comprehensive Law Enforcement Detachment, the Municipal Natural Resources Bureau, and the Shantou Navigation Aids Office, carried out a joint cruise law enforcement operation, focusing on conducting cruise inspections in the intersection areas of commercial fishing vessels such as the Aotou Fishing Port, anchorage, and entry and exit channels in the Daya Bay. Law enforcement personnel broadcast safety reminders to nearby water vessels through VHF, requiring vessel drivers to strengthen their lookout and drive cautiously to avoid entering dense fishing vessel waters. There are over 6000 registered fishing vessels in the maritime jurisdiction of Shanwei, with the main fishing operation area of the vessels overlapping with the north-south main channel of commercial ships, resulting in high navigation density and a severe situation of water safety supervision. On the day of fishing, the Shanwei Maritime Safety Bureau collaborated with the Shanwei Marine Comprehensive Law Enforcement Detachment to comprehensively strengthen maritime inspections and escort. Strictly implement working mechanisms such as sea area cruising, ship duty inspection and spot checks, and normalized remote warning, dispatch main vessels, stationed in designated areas, and on-site control of navigation order.
