Ensure the grain supply is not affected by rainstorm and strengthen the resilience of the industrial chain supply chain

2023-08-10

In recent days, Beijing, Hebei, Heilongjiang, Jilin and other places have been hit by the largest rainstorm ever recorded, and some areas have suffered serious floods. Whether autumn grain production is affected and whether grain supply can be stable has become a common concern in society. In recent years, China's grain production capacity, reserve capacity, and international grain resource control capacity have continued to enhance. The grain supply chain has shown strong resilience in responding to major risks and has the ability to ensure the safety of the "rice bag". To ensure a stable supply of grain, the key is to ensure the production capacity of grain and ensure that it can be produced and supplied when needed. This year, extreme weather has had a serious impact on food production. However, in recent years, China has comprehensively improved its agricultural comprehensive production capacity and continuously strengthened its ability to withstand extreme weather disasters. Summer grain production overcame the impact of "rotten rain" and slightly decreased, still ranking second in history; Early rice production is expected to overcome the repeated "ravages" of continuous overcast and rainy weather, high temperature and dry weather, and achieve high yields and harvests. In the important period of yield formation, autumn grain was hit by extreme high temperature, rainstorm and flood disasters. In addition, the 6th typhoon "Kanu" this year may enter the northeast of China, so the situation of agricultural flood prevention and relief is severe. The Ministry of Agriculture and Rural Affairs has launched a 100 day campaign to harvest abundant autumn crops, dispatching over 400 cadres and experts to 27 autumn grain producing provinces to guide disaster prevention and reduction, increase yield per unit area, and manage autumn grain fields. The Ministry of Finance and the Ministry of Agriculture and Rural Affairs have issued a total of 1.164 billion yuan in agricultural production disaster prevention and relief funds twice, supporting the affected areas in carrying out agricultural flood prevention and relief work and post disaster agricultural production recovery. These measures help to minimize disaster losses and ensure a bountiful autumn harvest. To improve the grain reserve capacity and ensure that the country can mobilize and use it at critical moments. China has established a grain reserve system that is in line with its status as a major country, and its ability to prevent and resolve risks and challenges is constantly improving. The scale and structure of government grain reserves have been continuously optimized, and the reserve of finished grain and oil in 36 major urban areas and areas prone to market fluctuations has reached over 15 days; The inventory of various grain enterprises is at a high level, and some enterprises have significantly increased their commodity inventory compared to previous years; Urban and rural residents' awareness of crisis has increased, and the level of household grain storage has continuously improved. From the current perspective, the level of grain storage in the whole society is becoming richer, the foundation of national grain regulation is more solid, and the guarantee of supply is more powerful. We need to enhance the emergency supply capacity of grain and ensure that in extreme situations, we can rely on domestic production capacity and reserves to eat enough and survive. In recent years, China has continuously strengthened the construction of grain emergency supply guarantee capacity, and the national, provincial, municipal, and county grain emergency response plan system has been continuously improved. The number of emergency support centers and grain emergency support enterprises has continued to grow, and the emergency storage, transportation, processing, distribution, and supply capacity has steadily improved. It has the ability to ensure the supply of grain and oil in the event of major emergencies. After floods occurred in multiple places, the Military Grain Supply Office of the State Grain and Materials Reserve Bureau quickly activated the emergency support mechanism. The military grain systems of provinces such as Beijing, Hebei, Heilongjiang, and Jilin immediately launched emergency plans to ensure emergency food security for disaster relief troops and the people in the disaster area. We need to continuously enhance our global food supply chain management capabilities to ensure that food can be purchased and transported in. Currently, the Black Sea Grain Transport Agreement is stranded
