Breaking High Temperature Records in Multiple Regions of France, Paris Introduces Urban Response Strategies

Recently, the World Meteorological Organization and the Copernican Climate Change Service stated that July 2023 is "highly likely to be the hottest month in history". According to data from the French Meteorological Agency, the average temperature in France reached 21.8 to 22 degrees Celsius in July, 0.8 degrees Celsius higher than normal. The southeastern region of the country has experienced consecutive heatwaves, breaking records for high temperatures in many places. The city of Paris has proposed the "Paris Adaptation 2023" plan to cope with increasingly frequent heatwaves and droughts. From July 7th to 13th, France experienced the first round of hot weather this year, with a heatwave sweeping over 20 provinces in the eastern part of the country, affecting about 20% of the country's residents. According to data released by the French public health department, during this heatwave, there were at least 80 "excess deaths" from various causes in the relevant regions. Starting from the 17th, under the influence of the "hot dome" effect in the Mediterranean region, high-temperature air masses have invaded southeastern France, causing temperatures to reach 40 degrees Celsius in many places. Cannes even broke the record for high temperatures since 1949. The Corsica region, located in the Mediterranean, has experienced high temperatures for 18 consecutive days, making it the second longest lasting heat wave in the region since 1947. The average temperature in July in the Corsica region is nearly 25 degrees Celsius, making it one of the hottest July on record in the region. Jean Ruzel, a renowned French climate expert and former member of the United Nations Intergovernmental Panel on Climate Change, stated that breaking the record for high temperatures in the context of global warming is "not surprising". It can be confirmed that the high temperature record set in July this year can only last for a few years at most, and it is highly likely to be set before 2030. From a global perspective, next year may not necessarily be hotter than this year, but the temperature in the next decade will be higher than the previous decade. From a regional perspective, high temperature records are broken one after another, often manifested as outbreaks of climate disasters. In response to increasingly frequent heatwaves and droughts, the city of Paris has been undergoing urban renovations based on the climate situation for many years. In June of this year, the city of Paris proposed the "Paris Adaptation 2023" plan, which includes specific measures such as increasing tree planting and green spaces in the city, expanding shading facilities in public areas, constructing new drinking pools and fountains in public areas, and constructing "cold roofs" with cooling effects, in order to have an immediate effect on heatstroke prevention and cooling of urban residents. The French public health department has also produced various forms of heatstroke prevention guidelines for children, the elderly, and people with disabilities this year, including voice, posters, and flyers. In addition, since 2004, France has launched the "High Temperature and Health Warning System" between June 1st and September 15th each year, with the aim of identifying high temperature weather that may have a significant impact on health, in order to quickly take preventive measures. The system mainly relies on the coordination and cooperation of the French Meteorological Agency and the French Public Health Department. The former analyzes weather forecasts in each province every day and draws and publishes weather warning maps. The latter is responsible for raising people's awareness of warning information and preventive measures, and evaluating the impact of high temperatures on health at the end of the season.
