Fully Ensuring the Safe and Stable Supply of Energy and Electricity - Focusing on Ensuring the Safety and Supply of Energy and Electricity during Peak Season and Summer Season

2023-07-27

At present, the peak season of summer has entered a critical period, with economic recovery and high temperature weather, increasing pressure on energy and electricity safety and supply. At the regular policy briefing of the State Council held on the 26th, Ou Hong, Deputy Secretary General of the National Development and Reform Commission, introduced that the economy rebounded in the first half of the year, coupled with the early and widespread hot weather this summer, which led to rapid growth in electricity demand. As a result, the daily electricity generation and load across the country continued to rise, setting new historical highs. Ou Hong said that starting from April, the National Development and Reform Commission, together with relevant units, will plan and arrange various supply guarantee work in advance: organize provincial-level formulation of peak summer electricity supply guarantee plans, and further strengthen local and corporate responsibilities; Actively increasing the inventory of electric coal and stabilizing the output of coal and electricity, and maintaining a high level of nearly 200 million tons of coal in the centralized power plant during the summer; Develop a cross provincial and cross regional power dispatch and supply guarantee plan in advance to promote mutual assistance between regional surplus and shortage; Organize the development of power load management plans; Vigorously promote the construction of power generation installation capacity. As of now, the operation of electricity in the country is stable and orderly, and the living and key electricity needs of residents have been effectively guaranteed. In terms of electricity, since the beginning of summer, the daily dispatching power generation in China has reached three new historical highs, reaching a maximum of 30.171 billion kilowatt hours, 1.511 billion kilowatt hours higher than last year's peak; The highest electricity load in the country reached two historic highs, reaching 1.339 billion kilowatts, 49.5 million kilowatts higher than last year's peak. In terms of coal, as of now, there are 198 million tons of coal stored in power plants nationwide, an increase of over 23 million tons compared to the same period last year, which can be used for nearly 26 days. In terms of natural gas, since the beginning of summer, the highest daily electricity consumption has exceeded 250 million cubic meters, strongly supporting the peak output of gas and electricity. In terms of power construction, Liu Mingyang, the head of the Electric Power Department of the National Energy Administration, stated that by moderately optimizing the layout of power supply and making every effort to put major power projects into operation, the power supply production situation basically meets the expected requirements of power supply and demand. In the first half of the year, the installed capacity of various types of power sources that were put into operation and connected to the grid was about 140 million kilowatts, including about 30 million kilowatts of supporting power sources. Overall, the preparation work for summer energy supply guarantee during the peak season this year has been done relatively early and fully. We have confidence, confidence, and the ability to ensure the safe and stable supply of energy and electricity during the peak season, "said Ou Hong. According to statistics, in the first half of this year, the hydroelectric power generation decreased by 22.9% year-on-year. After entering the main flood season, the inflow of water from the main river basins in the southwest region remains relatively dry, objectively increasing the pressure on electricity supply. How to deal with insufficient hydropower output? Guan Peng, the head of the Economic Operation and Regulation Bureau of the National Development and Reform Commission, stated that by monitoring the inflow of water from key watersheds and the energy storage situation of key hydropower stations, we have carefully studied and judged the impact of the decline in hydropower generation capacity on the southwest region and the national peak summer electricity supply guarantee. Targeted measures have been taken: early water storage to ensure the peak hydropower capacity; Multi energy complementary, improving the output level of thermal power and new energy; Fully leverage the advantages of the large power grid and complement each other in terms of surplus and shortage. Through the above measures, we have effectively addressed the difficulty of insufficient hydropower output. Since the flood season, the inflow situation in the southwest region has improved compared to the previous period. We will continue to closely track the inflow situation, coordinate and optimize the operation mode of hydropower, conduct daily scheduling analysis, and fully utilize water
