China calls on relevant parties to increase humanitarian funding for Syria

China's Deputy Permanent Representative to the United Nations, Geng Shuang, stated on the 29th that there is a huge gap in the supply of humanitarian funds to Syria, which has affected the implementation of rescue and early recovery projects. He hopes that relevant parties will increase funding efforts on the basis of fulfilling existing commitments. On the same day, Geng Shuang said at the Security Council's Syrian Political and Humanitarian Issues Open Meeting that for some time, the Syrian government has opened up the Babselam and Lai cross-border points, taken active measures to facilitate humanitarian access, stopped approving cross-border aid on a case-by-case basis, and provided visa facilities for humanitarian aid personnel. The Security Council should scientifically plan the next stage of work based on the development of the situation in Syria and the implementation of Security Council resolution 2672, further increase humanitarian aid efforts to Syria, and alleviate the humanitarian crisis in Syria. Geng Shuang stated that it is necessary to respect Syrian sovereignty and the leadership of the Syrian government. The cross-border humanitarian rescue mechanism is only a special arrangement made under specific circumstances, and ultimately needs to gradually and orderly end. Promoting the transition from cross-border rescue to cross line approaches is the correct direction for the subsequent discussions of the Security Council. China hopes that members of the Security Council will adopt a pragmatic attitude and reach appropriate arrangements through dialogue and consultation. Geng Shuang stated that cross line rescue should become the main channel for humanitarian aid in Syria, but in the past six months, due to obstruction by the actual prosecution in northwestern Syria, cross line rescue has been suspended for four months. The Security Council must come up with practical and feasible methods to break through the obstacles in cross line rescue, improve efficiency and scale, and enhance the stability and predictability of rescue efforts. In addition, explosive remnants of war in Syria continue to cause civilian casualties, posing a serious threat to the safety of humanitarian workers and hindering humanitarian relief efforts. China calls for the early recovery work to include the clearance of explosive remnants of war as soon as possible. Geng Shuang said that some countries, while talking about the humanitarian situation in Economy of Syria and asking the Security Council to pass resolutions on the humanitarian issue in Syria, abused unilateral sanctions and exacerbated the humanitarian plight of the Syrian economy. This contradictory and hypocritical approach is like pretending to give first aid to a patient while not letting go of the hand that holds the patient's throat. He reiterated that all illegal unilateral sanctions against Syria should be lifted unconditionally and comprehensively. Geng Shuang stated that China's position on the Syrian political process is consistent and clear. China welcomes the positive results of the 20th Astana Conference on Syria. Syria has returned to the Arab family and believes that the unity and cooperation of regional countries will inject new impetus into the political resolution of the Syrian issue. The international community should also play a constructive role in creating a favorable external environment for dialogue and reconciliation among various factions in Syria.
