There is great potential for the transformation and upgrading of traditional industries

The first meeting of the 20th Central Committee of Finance and Economics recently held proposed that "we should prioritize the real economy, prevent detachment from reality to emptiness; we should strive for progress while maintaining stability, step by step, and not be greedy for foreign investment"; and "we should promote the transformation and upgrading of traditional industries", and clearly pointed out that we cannot simply exit traditional industries as "low-end industries". Traditional industries are an important component of China's manufacturing system. According to relevant statistical data, traditional industries account for over 80% of China's manufacturing industry. Given that the transformation and upgrading of traditional industries directly affect the overall construction of modern industrial systems, it is necessary to actively promote the transformation of traditional industries from low-end to high-end, and address the current situation of non-standard development of traditional industries, as well as the need to improve product technology content and added value. Traditional industries are the development result of fully leveraging China's comparative advantages and mobilizing the entrepreneurial enthusiasm of grassroots society. They are also an important force driving the rapid takeoff of China's economy. Since the reform and opening up, various regions have fully utilized their resource endowments and cultural advantages to develop various forms and categories of traditional industries. Although traditional industries have a low starting point, they have demonstrated strong innovation capabilities in their development process. This indicates that traditional industries have enormous upgrading potential. In recent years, in order to adapt to consumption upgrading, domestic industrial policy adjustments, and changes in the international situation, traditional industries have continuously increased investment, transformed their business methods, and promoted their own transformation and upgrading through self revolution. Firstly, traditional industries aim for high-end development, improve product quality and grade, create product brands, and achieve upgrading from mid to low end to mid to high end. Secondly, traditional industries aim at intelligence, promote equipment automation and digitalization, and realize intelligent transformation through Industrial Internet, smart workshops, smart warehousing and other ways. Once again, traditional industries are constantly moving towards greenery by improving production processes and equipment, reducing energy consumption, saving land and space, and promoting their own green development. Traditional industries generally have smaller enterprises and dispersed organizations, but this form of industrial organization is not equivalent to backward industrial forms. For example, a large number of small and medium-sized enterprises in Zhejiang Province gather in space and cooperate in various links of the industrial chain, forming a blocky industrial cluster of one village, one product, and one town, one product. This blocky industrial cluster has high organizational efficiency and strong effect on enriching the people, which can greatly mobilize a wide range of social forces and quickly promote industrial development. At the same time, this flexible industrial organizational form also endows the industrial chain with strong resilience, making its product transformation speed fast and low transformation risks, especially adapting to the characteristics of diversified product demand and fast update speed in the digital era. At present, the internal and external environment facing the development of China's manufacturing industry is constantly changing. It is crucial to maintain the advantages of China's manufacturing industry. We should continue to attach importance to and leverage the positive significance of traditional industries in encouraging entrepreneurship and innovation, widely driving employment and income, and driving export earnings. Effective measures should be taken according to local conditions to promote the transformation and upgrading of traditional industries. Firstly, we must prioritize the transformation and upgrading of traditional industries as well as the development of high-tech industries. Local industrial policies should not only focus on attracting investment and developing emerging industries, but also take into account the development of traditional industries, and increase efforts to support the transformation and upgrading of traditional industries.
