How to Solve the Dilemma of Cultivating Engineering Talents (1)

Editor's note: The report of the 20th National Congress of the Communist Party of China proposes: "We must prioritize the development of education, promote technological self-reliance, and drive talent development, accelerate the construction of an educational, technological, and talent power, adhere to educating people for the Party and the country, comprehensively improve the quality of talent independent training, focus on cultivating top-notch innovative talents, and gather talents from all over the world for use." Science and education is crucial for revitalizing the country, and talent support is needed. We have launched a column on "Focusing on High Quality Talent Cultivation", focusing on key issues related to talent cultivation. We have conducted a series of reports throughout the year from different educational stages, types of education, and training stages, exploring the contemporary topic of "What is Education for Building a Strong Country" from multiple perspectives, striving to provide strong talent and intellectual support for the series of goals of building a strong country. The scientization of engineering is becoming an educational phenomenon that is constantly attracting attention. Recently, an article jointly signed by 25 scientists and entrepreneurs, including Cao Dewang, was published to the public, proposing the urgent need to reverse the trend of "engineering and science oriented". The evaluation mechanism and talent cultivation model of "valuing papers over practice" have seriously affected China's progress from an engineering powerhouse to an engineering powerhouse. They call on more engineering teachers and students to go to the frontline of engineering to solve real problems. In fact, more than 10 years ago, almost all universities offering engineering majors participated in a reform - the education and training of outstanding engineers. In 2010, the Ministry of Education launched the Excellent Engineer Education and Training Plan version 1.0, and in 2017, it also launched the Excellent Engineer Education and Training Plan version 2.0, which clearly proposes to cultivate a large number of high-quality engineering and technical talents with strong innovation ability and adapting to the needs of economic and social development, serving the country's new industrialization development path, building an innovative country, and the strategy of building a strong talent country. Last year, at the "China's Ten Years" themed press conference held by the Propaganda Department of the Central Committee of the Communist Party of China, the heads of relevant departments of the Ministry of Education mentioned that currently, China's engineering education scale ranks first in the world, cultivating tens of millions of engineering and technical talents, and emerging a large number of industry leaders, supporting the construction and development of the first manufacturing country. This reform has been highly effective, giving birth to typical models such as the "Tianda Plan", "Chengdian Plan", and "Peking University Plan" in the construction of new engineering disciplines. However, what concerns many educators is that there are still many obstacles on the way forward. At the recent 58th China Higher Education Expo's main forum on engineering education, Li Jiajun, Vice President of the China Association of Higher Education, said, "We must carefully summarize what kind of problems still exist, such as department design and subject design. What impact or obstacles have this organizational and management model had on the reform of engineering education to some extent?" Standing at the historical intersection of the rapid development of new technologies such as artificial intelligence, what are the real problems that engineering education faces? How do students, teachers, and university administrators think about the phenomenon of "engineering and science oriented"? The reporter from China Youth Daily and China Youth Network interviewed multiple students, teachers, and university administrators related to engineering education to jointly explore how to implement the "comprehensive improvement of the quality of talent independent training" proposed in the report of the 20th National Congress of the Communist Party of China, and explore a path for engineer training oriented towards the future of the industry.
