In order to further create a demonstration highland for optimizing the port business environment and promote the overall improvement of the national port business environment, the General Administration of Customs, in conjunction with the National Development and Reform Commission, the Ministry of Finance, the Ministry of Transport, the Ministry of Commerce, and the State Administration of Market Regulation, has deployed and mobilized a 5-month special action to promote cross-border trade facilitation in 17 cities in 12 provinces such as Beijing, Tianjin, Shanghai, and Chongqing. Specifically, this special action mainly includes 19 measures in five aspects: first, further deepen the construction of "smart ports" and port Digital transformation, including five measures to support local governments to strengthen the construction of "smart ports" and the pilot reform of customs clearance mode; Secondly, further support the upgrading of the foreign trade industry and the healthy and sustainable development of new formats, including four measures to promote the upgrading of processing trade; The third is to further enhance the level of cross-border customs clearance, logistics, supply chain security and smoothness, including four measures to continuously promote paperless documents and convenient handover in port and waterway logistics operations; The fourth is to further standardize and reduce compliance costs in the import and export process, including the continuous implementation of two measures such as the Action Plan for Clearing and Regulating Charges at Maritime Ports; The fifth is to further enhance the sense of acquisition and satisfaction of foreign trade business entities, including four measures such as coordinating to promote enterprise "problem clearing" and improving communication mechanisms between government departments and the business community. According to reports, the 2022 Cross border Trade Facilitation Special Action has involved 10 cities including Beijing, Tianjin, Shanghai, Chongqing, Hangzhou, Ningbo, Guangzhou, Shenzhen, Qingdao, Xiamen, etc. The 10 reform and innovation measures that have been launched have been implemented in place, and the 501 "self selection actions" issued by various customs in various regions based on actual conditions have also achieved significant results. On this basis, participating cities will continue to expand this year, and this special action will be carried out in 17 key port cities including Beijing, Tianjin, Shanghai, Chongqing, Dalian, Ningbo, Xiamen, Qingdao, Shenzhen, Shijiazhuang, Tangshan, Nanjing, Wuxi, Hangzhou, Guangzhou, Dongguan, Haikou, etc. The relevant person in charge of the General Administration of Customs stated that carrying out the special action to promote cross-border trade facilitation is an important measure to benchmark the international advanced level and fully create a market-oriented, legal, and internationalized first-class port business environment. This year, further incorporating key cities in major economic provinces into the scope of pilot projects will help enhance the impact and implementation effectiveness of special actions.
