Large space for digital reconstruction of manufacturing industry

In the 2022 China New Economy Enterprise Top 500 list released by the China Enterprise Evaluation Association, advanced manufacturing accounts for over 50%. One important reason for the rapid development of China's advanced manufacturing industry is its deep integration with the digital economy. This year's Report on the Work of the Government puts the manufacturing industry in a prominent position, proposes to accelerate the Digital transformation of traditional industries and small and medium-sized enterprises, and focuses on improving the high-end, intelligent and green level. The previously issued "Outline for Building a Strong Quality Country" has repeatedly emphasized the need for manufacturing to develop towards high-end, green, and intelligent industries. How to continuously accelerate the penetration speed and intensity of digital technology into traditional manufacturing industry, so as to reach a new level of application of digital technology in traditional manufacturing industry, and leverage the greater power of digitalization to improve the quality competition level of manufacturing industry, has received widespread attention. The manufacturing industry is the foundation of the real economy and the key to high-quality development of the future economy. In the competition facing the digital economy era, relying on digital technology to develop a higher level and more competitive advanced manufacturing industry has become a strategic consensus. Currently, the development scale of China's manufacturing industry ranks first in the world, and the Global Value Chain (GVC) participation index has always maintained a high level. At the same time, China's manufacturing industry has achieved remarkable results in improving quality and efficiency, and digitization has initially been integrated into the field of basic manufacturing. However, there is still a considerable gap between us and a manufacturing powerhouse, with the GVC status index still in a relatively low position, the proportion of high-tech manufacturing still relatively low, and the problem of "bottleneck" in key technology areas occurring from time to time. Since 2016, China's digital economy has entered a stage of rapid growth, with the scale of the digital economy industry increasing to 45.5 trillion yuan in 2021. However, the penetration rate of the digital economy in the secondary industry in 2021 was only 22%. This shows that there is still much room for improvement in China's manufacturing industry to achieve Digital transformation. In view of this, we should adhere to problem oriented and bottom line thinking, highlight key points, coordinate arrangements, effectively utilize digital technology, and promote the reconstruction of competitive advantages in the manufacturing industry. Firstly, we need to improve the construction of digital infrastructure that supports the improvement of the competitive quality level in the manufacturing industry. Strengthen basic cutting-edge scientific research, strengthen strategic deployment of research on major scientific issues, improve the support system for basic research in the national science and technology plan, strengthen the protection of patent achievements, and stimulate the driving force and vitality of digital technology innovation. We need to enrich industrial policies, fiscal policies, investment and financing policies and other supporting measures for relevant science and technology policies, strengthen digital transformation of physical infrastructure, create a full coverage system of point-to-point digital infrastructure, build a batch of manufacturing digital empowerment platforms, and build an open and efficient new digital infrastructure ecosystem. We need to accelerate the progress of new infrastructure and scientific technology such as the Internet, artificial intelligence, and big data, while improving laws and regulations, digital governance, and regulatory concepts to provide fertile soil for the development of the digital economy, alleviate regional and urban-rural development differences, and create new impetus for empowering the digital economy to enhance the quality competition level of the manufacturing industry. Secondly, we need to build a collaborative innovation system between digitization and manufacturing. The number of composite digital talents in China is still insufficient, and the transformation of the manufacturing industry lacks key core talents.
