Fujian Military and Local Government Promotes the Construction of the Judicial Service Center for Respecting and Supporting the Army

"Thank the resident judges and veteran mediators for their help, but I didn't expect the problem to be solved so smoothly." Recently, an army officer, Xiao Chen, came to the Judicial Service Center for Chongjun and Support of the People's Court of Anxi County, Fujian Province with a banner in his hand, and thanked the resident judges and veteran mediators of the center for helping them recover their arrears. Two years ago, Xiao Chen borrowed money from his hometown, Xiao Lu. After the repayment deadline expires, after repeated reminders, the other party has not repaid, so Xiao Chen filed a lawsuit with the local court. Considering the identity of Xiao Chen as a military officer and the heavy task of peacetime combat readiness training, the Anxi County People's Court's Judicial Service Center for Promoting Military Support launched a green channel for military related cases, and veteran mediator Xie Jianghe actively intervened in mediation. The two sides finally reached an agreement. This is a microcosm of the handling of military related issues since the establishment of the Quanzhou City County (District) Military Advocacy and Support Judicial Service Center. In the early stage, in order to provide high-quality judicial services to the garrison officers and soldiers and the retired soldiers in the jurisdiction, the Quanzhou Military Division joined forces with the Quanzhou Intermediate People's Court and the Quanzhou Retired Soldiers Affairs Bureau to sign a mutual support agreement and establish a military and local leading group. The agreement clearly states that the people's courts and dispatched courts at the municipal and county (district) levels shall establish judicial service centers (stations) for worshipping and supporting the army, establish judicial service teams for troops at the brigade level and above, establish case handling points for service centers for retired soldiers, and specify resident judges for service stations for retired soldiers, to create a "four in one" military related judicial service system for cities, counties, towns, and villages. "When encountering legal issues, you can turn to a resident judge at your home to resolve conflicts and disputes, which is convenient and heartwarming!" said Zhou Jinwen, a retired soldier. Since last year, the People's Court at the two levels of Quanzhou City has established a service center for advocating and supporting the army, as well as a mediation room for veterans, inviting qualified veterans with feelings of supporting the army to participate in the mediation of conflicts and disputes. In addition, they have also recruited people's mediators, expert lawyers, and other forces to continuously expand the "circle of friends" for dispute mediation, and have integrated rule of law advocacy, public legal services, and psychological crisis intervention into the entire process of dispute mediation. "By building small sites, we have levered the overall pattern of serving the military." Shi Jinling, director of the Political Work Bureau of the Fujian Military Region, said that in the next step, they will continue to further promote military related rights protection work, especially in the areas of compensation for vehicle acquisition, compensation for drill losses, and protection of military facilities, to play a positive role in providing legal service guarantees for troops preparing for war.
