It is mentioned that a family care center refers to a place where residential housing is used to provide full day care, half day care, time care, temporary care, and other care services for infants and young children under the age of 3, and the number of people receiving care should not exceed 5. This provides new policy guidance for promoting the standardized development of family care points and resolving the supply and demand contradiction in the infant care market. According to relevant surveys, unattended children are an important reason why more than half of households give up having a second child. According to relevant laws and regulations, currently, female employees in China can enjoy maternity leave of no more than half a year, but most kindergartens only accept children over the age of 3. Another research report pointed out that there are currently tens of millions of infants and young children under the age of 3 in China, and one-third of them have strong demand for childcare services, while the actual enrollment rate is only about 5.5%. Who brings children under the age of 3 becomes a parenting problem that young people of childbearing age must face. In sharp contrast to the insufficient resources for childcare for infants and young children under the age of 3, many kindergartens are beginning to experience resource surpluses, and kindergartens in many cities are gradually becoming "hard to find". On the one hand, there is a serious shortage of infant care resources, and on the other hand, there is a gradually emerging surplus of kindergarten education resources. This "thin down and thick up" pattern of preschool education reflects the structural mismatch of China's preschool education resources against the background of rapid decline in the birth rate. The key measure to address the "worry about childcare" of infants and young children under the age of 3 is to introduce strong public policy support to promote the balanced development of preschool education resources. In July 2021, the Central Committee of the Communist Party of China and the State Council issued the "Decision on Optimizing Fertility Policies to Promote Long Term Balanced Development of Population", which clearly stated that it is necessary to develop the inclusive childcare service system and vigorously develop various forms of inclusive services. Opening family care centers is an important part of the inclusive care system and one of the important measures to implement population policies, helping to fill the gap in the socialization of care for infants and young children under the age of 3. It should be noted that driven by the market demand for family care services, various forms of family care institutions have existed for a long time, but the compliance of their business models has been questioned. The introduction of this pilot measure is equivalent to clearly recognizing the market position and rationality of the existence of family care centers. At the same time, it provides the institutional basis for the standardized development of this new business form from the aspects of hardware requirements, personnel qualifications, service standards, safety supervision, and other dimensions of family care centers. Standardized development is the only way to achieve stability and prosperity. As a new type of business, family care centers not only need to implement management requirements in detail, but also need to coordinate with other relevant policies. Sorting out this plan, specific and detailed regulations such as "the number of people receiving care should not exceed 5", "each caregiver should care for a maximum of 3 infants and young children", and "the storage period of monitoring video data should not be less than 90 days" all indicate the management direction of promoting standardization through refinement. In addition, promoting the standardized development of family care centers also requires the coordinated efforts of development and reform, civil affairs, fire protection, market supervision, and other departments to overcome policy obstacles such as restricting residential registration as business premises, while taking into account other residents in the community
