On March 16th, the reporter learned from the Ministry of Commerce that 17 departments including the Ministry of Commerce have recently issued a notice focusing on promoting high-quality development of border (cross border) economic cooperation zones, optimizing top-level design, promoting reform system integration, synergy, and efficiency, and defining 5 categories and 15 aspects of policy measures. The Ministry of Commerce, together with 16 departments such as the Central Editorial Office, the Ministry of Foreign Affairs, and the National Development and Reform Commission, recently issued the "Notice on Several Measures to Promote the High Quality Development of Border (Cross Border) Economic Cooperation Zones through the Construction of New Development Patterns in Service". The notice pointed out that border economic cooperation zones and cross-border economic cooperation zones are an important platform for China to deepen cooperation with neighboring countries and regions and promote high-quality co construction of the "the Belt and Road", and also an important support for economic and social development in border areas. The circular requires that the border (cross border) economic cooperation zone be built into a high-level open platform along the border that integrates border trade, processing and manufacturing, production services, and logistics procurement, to promote the prosperity of the border, enrich the people, and stabilize and consolidate the border. The notice specifies five categories and 15 aspects of policy measures: first, improve the functional layout, including studying and promoting the establishment and expansion of new areas, strengthening the linkage with ports and relevant open platforms, etc; Second, expand international cooperation, including smooth cross-border logistics and capital flows, high-quality implementation of the Regional Comprehensive Economic Partnership Agreement (RCEP), and support for local participation in international economic and trade cooperation; Third, support industrial innovation and development, including strengthening and optimizing border trade, extending and improving the supply chain of characteristic industries along the border, increasing support for undertaking industrial transfer, and forward-looking layout of high-end industries and emerging formats; Fourth, optimize the supply of factors, including coordinating various types of financial resource support, increasing financial support, optimizing land and energy use management, and strengthening talent team construction; Fifth, improve the system and mechanism, including establishing and improving the work coordination mechanism, optimizing the management system, etc. (Liao Xinshe)
