Deep synthesis technology refers to the technology that uses deep learning, virtual reality and other synthetic algorithms to produce text, image, audio, video, virtual scene and other network information. The synthesized virtual content has excellent visual, auditory and other effects, and has the characteristics of "replacing the real with the fake". The representative research of deep synthesis technology - the generated antagonism network (GANs) proposed in 2014 and the generated pre-training model (GPT-3) proposed in 2020 have greatly improved the fidelity of multimedia data synthesis, and promoted a series of new intelligent application forms such as "artificial intelligence generated content" and "meta universe". At present, the deep synthesis technology has derived different technology branches such as face replacement, expression manipulation, speech synthesis, article generation, intelligent dialogue, and plays an increasingly important role in education, film and television, media and other fields, and plays a positive role in upgrading traditional content production methods, improving production effects, and improving production efficiency. However, at the same time, this technology may also be used by criminals for deep forgery, such as forgery of public figures' speeches, defamation, fraud, etc., which will pose challenges to national security and social stability. Intelligent technology itself is neutral, but the use of technology contains value orientation. In view of the risks and security challenges brought by deep synthesis technology, China is actively exploring the governance path. On November 25, 2022, the State Internet Information Office of China, together with the Ministry of Industry and Information Technology and the Ministry of Public Security, issued the Administrative Provisions on the Deep Synthesis of Internet Information Services (hereinafter referred to as the Provisions). The Regulations are formulated in accordance with laws and administrative regulations such as the Network Security Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, and the Internet Information Service Management Measures. It is the first special regulation in China aimed at the governance of deeply integrated industrial intelligence technology. The Regulations, on the one hand, put forward scientific and systematic governance plans to prevent the potential risks of deep synthesis, on the other hand, effectively coordinated the risk management and technological innovation of deep synthesis, which is conducive to promoting the healthy and orderly development of artificial intelligence technologies related to deep synthesis. The Regulation clarifies the definition and application scope of deep synthesis technology, determines the regulatory objects for generating synthetic algorithms, and clarifies deep synthesis services
