Since 2015, China has carried out comprehensive pilot projects to expand the opening up of the national service industry in Beijing and other places in batches; In December 2022, the comprehensive pilot project of expanding the opening up of China's service industry will be further expanded to six cities, including Shenyang and Nanjing, which will promote the opening up of China's service industry to a higher level. China's service industry has achieved remarkable results in the pilot program of expanding opening up. Since Beijing launched the first round of comprehensive pilot construction to expand the opening up of the service industry in 2015, Beijing has successively launched nearly 60 opening measures and nearly 70 policy innovations in 9 industries, including science and technology, culture, and telecommunications, and launched more than 140 landmark projects; Tianjin accelerates the construction of financial leasing industry cluster; Hainan cultivates cultural, sports and entertainment integration development projects, and issues a negative list of cross-border service trade; Chongqing issued a series of key opening policies and a list of key development projects. By the end of 2022, Beijing and other pilot provinces and cities have promoted 8 batches of 43 experience cases to the whole country, leading and demonstrating the opening of the national service industry. From January to November 2022, the service industry in five provinces and cities absorbed foreign capital of 47.69 billion US dollars, accounting for 36.8% of the country's service industry, with a year-on-year growth of 10.2%. Expanding the scope of pilot projects is of great significance for promoting high-level opening and high-quality development of the service industry. The six new pilot cities in this round are provincial capitals, with a good foundation for the development of the service industry and a strong driving role in regional development. The six pilot cities are respectively located in the Yangtze River Delta, the Pearl River Delta and the old industrial bases in the central, western and northeast regions along the eastern coast, which have strong regional representativeness and are of great significance for improving the pilot demonstration layout, leading and driving the high-level opening and high-quality development of the national service industry, serving the national and regional coordinated development strategy, and building a new development pattern. It can be predicted that this round of pilot will further promote the reform and opening up of the service industry rules, regulations, management, standards and other fields, accelerate the development of modern service industry, especially the open development of productive service industry, promote the integration development of modern service industry and advanced manufacturing industry, develop digital trade, improve the open cooperation level of the digital economy, and improve the open level of living service industry, serving high-quality life and high-quality development. Looking forward to the future, China faces both major opportunities and challenges in deepening the pilot work of opening up the service industry. From the perspective of opportunities, the WTO Reference Document on Domestic Regulation of Trade in Services will soon come into force. The regulatory rules in the document on business license, qualification and technical standards of domestic service industry can become an important reference for the opening of China's service industry in the future. China has launched the negotiation process of joining the Comprehensive and Progressive Trans Pacific Partnership Agreement (CPTPP) and the Digital Economy Partnership Agreement (DEPA), in which high-level opening rules in the service industry and the digital economy will also be an important part of the stress test and pilot test of China's service industry opening. From the perspective of challenges, the current global trade and investment protectionism is on the rise. A few countries have implemented decoupling and chain breaking, and built small courtyards and high walls. The barriers and barriers to opening up and cooperation in the service industry between China and relevant countries have increased. The next step should be to comprehensively and coordinately promote the pilot work of service industry opening: on the basis of serving the national strategy, we should combine our own advantages, characteristics and goals
