The Guiding Opinions on Promoting Home Economics into Communities issued by 11 departments including the National Development and Reform Commission was released on the 19th. The opinion clarifies the key tasks of promoting home economics into communities in five aspects, and proposes that by 2025, the country will basically achieve full coverage of community home economics service capacity, further increase the number of employees in the home economics industry, further expand the consumption scale, and further improve the service quality. According to the opinion, by the end of 2023, the "pacesetter" action to promote the quality and expansion of the domestic service industry will focus on promoting the coverage of urban community domestic service outlets to more than 90%, and the service capacity of domestic service outlets nationwide will be further improved. The opinion clarifies five key tasks. First, focus on building community service outlets for home economics. Support domestic enterprises to enter the community by means of sole operation, embedding, cooperation, online, etc., and carry out training, recruitment, service and other domestic related businesses. Encourage domestic enterprises to operate community outlets in chains. Second, focus on promoting the training of housekeeping into the community. Support domestic enterprises to use community shared space to carry out training, promote the "caravan" of domestic training into the community, and provide menu training courses for community unemployed, retired and other personnel. We will promote home economics colleges to enter the community, and encourage students at all levels to apply for innovative and entrepreneurial training programs. Support workers and young women, industry associations and other organizations to carry out domestic affairs training and community activities, and provide subsidies as required. Third, we should focus on tapping the employment potential of the domestic community. We will support domestic enterprises to attract unemployed people from communities, and achieve "home employment" through flexible service in different periods. In accordance with the formed relationship of cooperation and assistance, we will help rural migrant labor directly to community service outlets for employment. Leading household enterprises are encouraged to attract college graduates to open online or offline "community household stores" in the form of partners, and college graduates who are "shop owners" enjoy the preferential policies of "mass entrepreneurship and innovation" in various regions according to regulations. Fourth, focus on innovating the supply of community housekeeping services. Encourage domestic enterprises to cooperate with community nurseries, elderly care services and other institutions, and promote the integration and innovation of services such as home-based elderly care, childcare and community catering. Support qualified domestic enterprises to undertake aging adaptation projects, participate in the construction of family elderly care beds, and provide door-to-door meal delivery services according to law. Fifth, focus on innovating the supply chain of home economics into communities. Support the development of branded employee household enterprises in the community. Improve the standardization level of home economics in the community, and guide 100% of community home economics service personnel to visit with certificates. Support domestic enterprises to cooperate with advanced manufacturing, modern agriculture and other enterprises, promote characteristic agricultural products to enter the community, and introduce new family products, services and consumption.
