The Kunming Montreal Global Biodiversity Framework (hereinafter referred to as the "Framework") was adopted at the second phase of the fifteenth Conference of the Parties to the Convention on Biological Diversity (COP15) in the early morning of 19th, creating a new blueprint for global biodiversity governance until 2030 or even longer. After nearly two weeks of negotiations and consultations in Montreal, Canada, under the leadership and promotion of China, the President of the General Assembly, the Parties reached agreement on key issues such as the goals of the "Framework", resource mobilization, and digital sequence information (DSI) of genetic resources. Huang Runqiu, Chairman of COP15 and Minister of the Ministry of Ecology and Environment of China, said that after four years, we have finally come to the end of our journey. "The package of documents in our hands can guide all of us to work together to curb and reverse the loss of global biodiversity, so that biodiversity can embark on the road of recovery and benefit all mankind." In addition to the "Kunming Montreal Global Biodiversity Framework" and related monitoring frameworks, the meeting also adopted a package of documents such as decisions on resource mobilization and technical and scientific cooperation and support for their implementation, decisions on planning monitoring reports and review mechanisms, and decisions on DSI. "This' framework 'historically depicts the vision of harmonious coexistence with nature in 2050, historically incorporates the DSI landing path, and historically decides to establish a' framework 'fund." Huang Runqiu said, "It can be said that we are taking decisive action to gradually move towards the vision." The theme of COP15 is "Ecological Civilization: Jointly Building a Community of Earth Life", which includes two stages of meetings. The first phase of the meeting will be successfully held in Kunming, China in 2021; The second phase of the meeting was held in Montreal, where the secretariat of the Convention on Biological Diversity is located, from December 7 to 19 this year.
