South Korean prosecutors have repeatedly summoned senior officials during Moon Jae-in's reign

Park Zhiyuan, the former head of the National Intelligence Agency of the Republic of Korea, went to the Seoul Central District Prosecutor's Office on the 14th to be interrogated about the "West Sea incident". For two consecutive days, South Korean prosecutors summoned former President Moon Jae-in, a senior official during his administration, and Lu Yingmin, the former Secretary General of the Blue House, was interrogated on the 13th. According to South Korean media reports, on September 21, 2020, Li Dajun, a civil servant of the Ministry of Marine and Fisheries of the Republic of Korea, disappeared while performing his official duties on Xiaoyanping Island in the western waters of the Korean Peninsula on a fishery administration ship. On September 22, he was found at sea and shot dead by North Korean soldiers. Moon Jae-in's government said on the 25th that the DPRK informed the ROK of the incident and gave an explanation. At that time, the South Korean Ministry of Defense and the National Academy of Sciences, based on special information collected through monitoring and other channels, believed that Li Dajun might want to "join the DPRK". Yin Xiyue took office as President of the Republic of Korea in May this year, and the Ministry of National Defense and the Marine Police Office jointly held a press conference in June. He said that he had not found any conclusive evidence that Li Dajun had taken the initiative to vote in the DPRK. In July, the National Conditions Institute reported to the prosecution that the internal investigation determined that Park Zhiyuan had deleted the relevant information documents of the "West Sea Incident" without authorization in order to "cooperate" with the investigation conclusion of the Moon Jae-in government. When Park Zhiyuan arrived at the Central District Procuratorate in Seoul on the 14th, he told media reporters that he "never received any instructions from former President Moon Jae-in or former head of the National Security Room Xu Xun to delete data", and reiterated that he never instructed staff to delete data when he was president of the National Academy of Sciences. "After my investigation today, I hope that the reformed CAS will no longer become a political tool." Yonhap News Agency quoted Park Zhiyuan as saying. At the time of the "West Sea Incident", Xu Xun was the head of the National Security Room of Chongwatai, equivalent to the assistant of the President of South Korea on national security affairs. He was arrested on 3 and indicted on 9 this month. On April 27, 2020, the then President of the Republic of Korea, Moon Jae-in, presided over the meeting in Seoul's Chongwatai. Xinhua News Agency (pictures provided by Qingwatai) accused the Moon Jae-in government of finding that Li Dajun voluntarily crossed the border to the DPRK without sufficient evidence, while Xu Xun was suspected of ordering the deletion of documents related to the "West Sea Incident" to cover up the shooting of Li Dajun. Xu Xun denied the accusation, saying that the Moon Jae-in government's conclusion that Li Dajun had voted for the DPRK was based on intelligence within a limited time. The prosecution believes that Lu Yingmin, the then Secretary General of the Blue House, was one of the officials who reported the situation to Moon Jae-in in person the day after Li Dajun was shot, that is, September 23, 2020. On the 13th, Lu Yingmin went to the Central District Prosecutor's Office in Seoul for interrogation. The prosecution also suspects that Xu Xu, then the head of the Ministry of National Defense, ordered the deletion of military secrets such as listening information related to the Li Dajun case according to Xu Xun's instructions. Xu Xu was arrested in October and released on bail 17 days later. According to Yonhap News Agency, Moon Jae-in expressed deep concern about these investigations, saying that "national security affairs" should not become "the subject of political struggle".
