The Ministry of Transport has recently released a new version of the Measures for the Administration of Railway Passenger Tickets under the Real Name System, which further clarifies that all railway passenger trains and stations shall implement the real name system. In recent years, with the rapid development of the railway, electronic tickets have achieved full coverage, and the real name system management of railway passenger tickets has gone beyond the scope of the original method. The revised new method is to further clarify that all railway passenger trains and stations implement ticket real name management on the basis of the original method of implementing ticket real name management on fast passenger trains and above and relevant stations. At the same time, it is clarified that if the public welfare "slow trains", urban (suburban) trains, intercity trains and relevant stations that do not belong to long-distance passenger transport do not implement ticket real name management temporarily according to the actual situation, the railway transport enterprises shall announce to the public in advance and explain the reasons. In terms of detailing the requirements for real name purchase of tickets, the new method stipulates that the true and valid identity documents or identity document information of passengers shall be provided when purchasing tickets and handling businesses such as ticket replenishment, ticket collection, ticket change and ticket refund. Specify the types of valid identity documents that can be used when purchasing tickets through the Internet, telephone, automatic ticket vending machine, manual ticket window, etc., and enhance the operability. If a passenger loses a real name ticket, the railway transport enterprise shall report the loss and apply for a replacement ticket free of charge after verifying the passenger's identity information and ticket purchasing information. In terms of improving the regulations on real name inspection of tickets, the new method stipulates that passengers should cooperate with railway transport enterprises to carry out real name inspection of tickets, and show their tickets and valid identity documents used when buying tickets at the time of ticket inspection, ticket inspection and boarding. The station shall be equipped with a manual real name verification channel to provide necessary services for the elderly, passengers whose certificates cannot be read automatically, passengers who need to use barrier free channels and other passengers who need help. The railway transport enterprises and their staff members shall strictly keep confidential the personal information of passengers, such as their identity, ticket purchase and boarding, obtained from the implementation of the real name system of ticket management, and shall not illegally collect, use, process, transmit, trade, provide or disclose it. At the same time, they shall establish and improve the information security system and take necessary protective measures to prevent the disclosure, tampering and loss of passengers' personal information. The new version also clarifies the legal responsibilities of relevant parties. In the process of implementing the real name system of tickets, railway transport enterprises shall stop those who beat or abuse the real name system management personnel, rush into or block the real name inspection channels and related sites, destroy, damage or occupy relevant facilities, equipment and systems, and disrupt the work order of the real name system of tickets, and hinder the normal work of the real name system management personnel. If the railway transport enterprise divulges the personal information of passengers, it shall be handed over to the relevant department for handling; If the requirements of ticket real name system management are not implemented, it shall be handled in accordance with relevant laws and regulations. Any staff member of the railway regulatory authority who neglects his duty, neglects his duty, abuses his power or neglects his duty shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
