2022-11-23

The Deputy Permanent Representative of China to the United Nations, Geng Shuang, made a speech at the Security Council's open meeting on piracy in the Gulf of Guinea on the 22nd, calling on the international community to continue to strengthen coordination and cooperation to jointly combat piracy in the Gulf of Guinea. Geng Shuang pointed out that since last year, with the joint efforts of regional countries and the international community, the maritime security environment in the Gulf of Guinea has improved and piracy incidents have decreased significantly. At the same time, pirates still haunt the region frequently, and their activities still seriously affect the peace and development of coastal countries and adjacent landlocked countries. The international community should continue to strengthen coordination and cooperation and take effective measures in a timely manner to jointly safeguard security and stability in the Gulf of Guinea and the region. Geng Shuang said that it is necessary to further strengthen regional cooperation and international coordination and pool joint efforts to safeguard maritime security in the Gulf of Guinea. Combating piracy involves national sovereignty, domestic legislation, security law enforcement and other internal affairs of a country. The international community should, on the premise of respecting the sovereignty and leadership of coastal countries, support relevant parties to fully implement the Yaounde Code of Conduct, support the Economic Community of West African States, the Economic Community of Central African States, the Gulf of Guinea Commission and other regional organizations to play a leading role, and improve the ability and efficiency of combating piracy, At the same time, we should also guard against and curb the spread of terrorist forces from the Sahel region to the Gulf of Guinea. Geng Shuang said that it is necessary to further play the advantages and role of the UN agencies to provide guidance and support for anti piracy activities. We should further clarify the priority of development and gradually solve the root causes of piracy. The international community should adjust measures to local conditions, increase assistance to coastal countries in port construction, aquaculture, fishing and other aspects, support the development of the marine economy in the Gulf of Guinea, carry out international cooperation, rationally develop and utilize marine resources, help regional countries to achieve the 2030 Agenda for Sustainable Development as soon as possible, and completely eliminate the soil that breeds piracy. Geng Shuang said that China has always actively participated in international cooperation to combat piracy in the Gulf of Guinea. In recent years, the Chinese naval escort team has been invited to hold joint anti piracy exercises with the navies of Nigeria, Cameroon and other countries, and has provided anti piracy materials and equipment assistance to coastal countries. In May this year, the Chinese military held the first special seminar on the security situation in the Gulf of Guinea. China and the Gulf Coast countries and the Regional Coordination Center for Maritime Security conducted in-depth discussions on the theme of maritime security in the Gulf of Guinea, and reached many important consensus. In the future, China will continue to carry out counterpart exchanges with coastal countries in maritime security, police, military and other fields, promote practical cooperation in areas such as detection and early warning, joint cruising, drill training, and equipment assistance, and play a positive role and make greater contributions to maintaining maritime security in the Gulf of Guinea.
