The white paper introduced the concept and practice of China's Internet development and governance in the new era, shared China's positive achievements in promoting the construction of a community of shared future in cyberspace, and looked forward to the prospect of international cooperation in cyberspace. For the world today, this is a declaration to continuously promote the construction of a community of shared future in global cyberspace during the period of turbulence and change. This manifesto first shows a comprehensive grasp and profound insight into the endogenous laws of the information technology revolution; Secondly, it systematically summarizes the practical experience of China's own construction and development; Finally, with the political vision of the world in mind, and in a wise and courageous way, the Chinese plan to promote the benign change of the global network governance order was presented to the world, which contributed Chinese wisdom to the continuous promotion of the construction of a community of shared future in global cyberspace. At the end of April this year, the US government led the announcement of the "Declaration on the Future of the Internet". After the Chinese side released the white paper, some public opinions tried to compare the similarities and differences between the two. In fact, in essence, there is no comparability between the two, because the so-called "Internet Future Declaration" is a flaw that is used to cover up Washington's incompetence and failure, and forcibly "redeem" the US network hegemony. The "Declaration on the Future of the Internet" originated from the idea that the US government used ideology to "draw a line" around the world to build a new idea of strategic competition with China. Its original idea was to form an "alliance" rather than issue a "declaration". Many of its main drafters were closely related to "Taiwan independence". The relevant teams were more "laymen" and "troublemakers" than "experts" in global cyberspace governance. They naively and recklessly believe that the global network governance order can be reconstructed with American ideology and values. They believe that as long as the US government takes out the banner of "universal value", they can do whatever they want in cyberspace. According to the plan of the US government, the convening of the so-called "World Democracy Summit" in December 2021 is the best time to launch this idea, but it has been seriously frustrated. People of insight in the global Internet community, including some well-known experts in the field of cyberspace governance in the United States for a long time, have flatly denied Washington's plan to establish a so-called "alliance", believing that the fundamental purpose of this "alliance" is to use ideology to cut the camp of the Internet, and its plan is full of nonsense that seems professional but is subjective in nature, In fact, the relevant decision-makers are a group of professional troublemakers who use ideology and the concept of "human rights" to make trouble. They lack the most basic understanding and understanding of the real development and operation of global cyberspace governance. Of course, the US government has shown great "flexibility" and "tenacity" as always: on the one hand, it is holding on to its own; On the other hand, the establishment of the "Alliance" has been quietly postponed again and again. Finally, a non binding declaration has to be put forward. The clumsy appeal of "meaning, deal with it" is expressed in words, and all parties involved in global cyberspace governance are well aware of it. The so-called "Declaration on the Future of the Internet" is just like the so-called "Clean Network" once launched by the US government
