Xie Zhenhua: Developed countries should propose a roadmap for doubling adaptation funds

2022-11-09

Xie Zhenhua made the above statement in his country speech at the World Leaders Summit of the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (hereinafter referred to as the "Convention"). Xie Zhenhua said that this year, with frequent extreme weather, severe losses in many parts of the world's continents, and emerging energy and food crises, the process of climate change is facing severe challenges. Multilateralism, solidarity and cooperation are always the only way out of the dilemma. The principle of "common but differentiated responsibilities" and the mechanism of independent contribution are still the inevitable choice to overcome challenges. This year marks the 30th anniversary of the Convention. The Paris Agreement has entered the stage of full implementation. COP27 shoulders the important mission of safeguarding the consensus on the principles of the Convention and promoting practical action by all parties. Xie Zhenhua said that China has been actively responding to climate change with sustained and pragmatic actions. Not long ago, the 20th National Congress of the CPC successfully concluded, further strengthening China's determination to take a green development path. China's determination and position to firmly implement the vision of carbon peak and carbon neutrality, and actively participate in global climate governance will not retreat, let alone change. Xie Zhenhua said that facing the challenge of climate change, mankind is a community of common destiny. China hopes that COP27 will focus on implementation. Developed countries should take the lead in effectively improving emission reduction, achieve carbon neutrality significantly in advance, and make substantive achievements on adaptation and financing issues that are of the greatest concern to developing countries. "We call on all parties to abide by their promises, earnestly fulfill their commitments and obligations, and work together to promote the stability of the Paris Agreement. We hope that developed countries can fulfill their commitments of 100 billion US dollars as soon as possible, and propose a road map to double the funding for adaptation, so as to enhance mutual trust and joint action between the North and the South," Xie Zhenhua said, "We are willing to work with all parties to adhere to multilateralism, build a fair, reasonable and win-win global climate governance system, and make greater contributions to addressing the challenges of global climate change!"
