Zang Tiewei, spokesman of the Legislative Affairs Committee of the Standing Committee of the National People's Congress, briefed on the upcoming deliberation of the draft law at the 37th Session of the 13th Standing Committee of the National People's Congress, and answered the questions of the reporters. It is reported that the 37th meeting of the Standing Committee of the 13th National People's Congress will be held in Beijing from October 26 to 30 to review several draft laws, including the revised draft of the Law on the Protection of Women's Rights and Interests, the draft of the Yellow River Protection Law, the revised draft of the Animal Husbandry Law, the revised draft of the Legislative Law, the draft of the Barrier free Environment Construction Law, and the revised draft of the Administrative Reconsideration Law. The revised draft of the Law on the Protection of Women's Rights and Interests will be submitted to this Standing Committee meeting for deliberation. Zang Tiewei introduced that the draft amendment to the Law on the Protection of Women's Rights and Interests (the third review draft) is intended to make six major changes: first, it emphasizes that the state should take necessary measures to promote equality between men and women and eliminate gender discrimination. Second, it is clear that the government should attach importance to and strengthen the protection of women's rights and interests, and compact the responsibilities of the government and its relevant departments. Third, we will strengthen the protection of the rights and interests of poor women, elderly women, disabled women and other disadvantaged groups. The fourth is to regulate the violations of women's personality rights reported by the media, and protect women's privacy and reputation rights. Fifth, it was made clear that the human resources and social security departments could unite with trade unions and women's federations to interview employers to protect women's labor and social security rights and interests. Sixth, improve the scope of public interest litigation. "On the basis of the existing laws, the revised draft makes more comprehensive and systematic provisions on the protection of women's rights and interests in politics, personal and personality, culture and education, labor and social security, property, marriage and family, so as to ensure that women enjoy extensive, full, real, specific and effective rights and interests according to law, and provide more solid legal protection for promoting gender equality and women's all-round development," said Zang Tiewei. The draft of the Yellow River Protection Law will be submitted to this Standing Committee meeting for deliberation. Zang Tiewei introduced that in December 2021, the 32nd meeting of the Standing Committee of the 13th National People's Congress held the first deliberation on the draft of the Yellow River Protection Law. During the public consultation after the meeting, 217 comments were received from 90 people, and 4 letters were received. In June 2022, the 35th meeting of the Standing Committee reviewed the second draft of the Yellow River Protection Law. During the public consultation after the meeting, 320 comments were received from 110 people and 8 letters were received. The public put forward suggestions on strengthening ecological environment protection, improving water resources utilization regulation rules, improving water intake permit system, strengthening water and sediment regulation and flood control safety, and promoting high-quality development. Zang Tiewei said that the draft of the Yellow River Protection Law (the third draft for deliberation) is intended to make the following major modifications: First, further improve the principles and requirements of ecological protection and high-quality development in the Yellow River basin. Second, strengthen the conservation and intensive utilization of water resources, including making it clear that the utilization of water resources in the Yellow River basin should adhere to the principle of careful calculation, and the water resources scheduling in the Yellow River basin should be dynamically adjusted according to the change of water regime
