County level e-commerce starts new business, focusing on digital prosperity

Not long ago, the Propaganda Department of the Central Committee held a series of news conferences themed "China's Decade" to introduce the achievements in building a network power since the 18th CPC National Congress. The rapid development of new Internet formats has played an important role in winning the battle against poverty and promoting rural revitalization. Over the past decade, all regions have actively implemented the people centered development idea, innovated ideas, promoted the prosperity of new business types, and turned the "corner intertwined with poverty" into a "field sowing hope". E-commerce poverty alleviation leads to a new way of regional development. Poor areas have inconvenient transportation. How can they access the market and make farmers "lie down" to make money? E-commerce gives new ideas. The "big market model" emerged in Cao County, Heze City, where poverty is high. This model has seized the market opportunity of booming online transactions, and gradually formed a scale effect with government support, grassroots entrepreneurship, and village mutual assistance. Shaji Town, Suining County, Xuzhou City, Jiangsu Province, was originally a poor area in northern Jiangsu Province, and developed into a "Shaji Mode" that was famous throughout the country through market driven and independent entrepreneurship. The "Suichang Model" is a model developed by Suichang County to drive agricultural products upward. It has been implemented in 17 provinces, 49 counties and more than 12000 administrative villages across the country. The "Longnan Model" is aimed at the concentrated and contiguous deep poverty areas in Gansu. As a late developing area, Longnan County directly faces the difficulties of high traffic costs, difficult brand building and high logistics costs, gives play to the resource integration ability of the grass-roots government, "three merchants" linkage to sell online goods, "all enterprises access the network" to engage in cultural tourism, and explores the e-commerce model of "multi-channel to bring poverty". E-commerce poverty alleviation has also spawned a new business form of county e-commerce. Scene innovation is a magic weapon for e-commerce to win customers, and "human freight yard" is the three elements of e-commerce industry. At present, the county area of Liancheng with the township is becoming a new "market" for e-commerce customers. Dangshan, Anhui is a nationally famous "WeChat Business Village" and a gathering place for "WeChat Business Groups". After the dividend period of the traditional platform subsided, Dangshan used WeChat friends circle to sell characteristic products, such as crisp pears and pear paste, which are rich in local products, and walked out of the path of social e-commerce. With the growth of sales, the supply chain has also been upgraded. There are also some places that combine agricultural, cultural and tourism tourism with e-commerce to find new scenarios for e-commerce development. We should realize that the county level e-commerce development is focused on "enriching the people through digital means", and the focus is on strengthening circulation, building ecology and creating brands. "The country is said to be rich and cares about enriching people". The early practice scenario of e-commerce development is poverty alleviation, which has played a role in helping people's livelihood and promoting mass entrepreneurship and innovation. In the future, the development thinking needs to be gradually adjusted, focusing on "enriching people from multiple sources". Eight departments, including the Ministry of Commerce and the National Post Office, issued the Notice on Accelerating the Work of Connecting the Rural E-commerce System and the Express Logistics Distribution System of the County, which requires improving the local delivery and logistics capabilities, and strives to basically achieve the goal of having centers in counties, outlets in villages and villages, and services in villages and counties by 2025. It is imperative to strengthen the construction of county circulation system. Platform enterprises sinking into rural areas should give full play to county partners and village level services
