Recently, the Ministry of science and technology, the Ministry of Finance and other five departments issued the notice on carrying out special actions to reduce the burden of young scientific researchers, which is the third round of special actions to reduce the burden of scientific researchers (action 3.0) carried out by relevant departments in the past four years. Prior to this, the Ministry of science and technology has carried out 7 actions to reduce the burden of scientific research personnel (action 1.0 to reduce the burden of scientific research personnel) nationwide in 2018; In addition, in 2020, we continued to deploy special actions to reduce the burden of scientific research personnel and stimulate innovation vitality (action 2.0). The three rounds of burden reduction action directly faced the difficulties and pain points of scientific research personnel and launched a series of reform measures, which were widely welcomed by the majority of scientific research institutions and scientific research personnel. In May 2021, at the meeting of academicians of the Chinese Academy of Sciences and the 10th National Congress of the Chinese Association for science and technology, he also pointed out: "we should establish a guarantee mechanism that allows scientific researchers to focus their energies on scientific research, and let scientific and technological personnel put their energies into scientific and technological innovation and research and development activities." The action to reduce the burden is the continuous deepening of the reform of "releasing management and serving" in the scientific research field. Since the 18th National Congress of the Communist Party of China (CPC), China has continued to promote the reform of "decentralization, management and service" in the field of scientific research. In terms of scientific research project management, we will continue to simplify project application and process management, reduce various evaluation, inspection, audit and other activities, and minimize the interference to scientific research activities. In terms of the management of scientific research funds, we will continue to expand the autonomy of project undertaking units and project leaders in the management and use of funds, and improve the efficiency of the use of scientific research funds. In the aspect of talent evaluation and incentive, we will continue to promote the work of "breaking the four rationalities" and "setting new standards", and increase the incentive for scientific research personnel by promoting the transformation and reform of scientific and technological achievements. Behind a series of reform measures, the main line of reducing the burden of scientific research personnel and mobilizing the enthusiasm of scientific research personnel runs through. The three rounds of burden reduction actions are the concrete manifestation of the deepening of the reform of "deregulation, management and service" in the scientific research field. The action to reduce the burden is a positive response to the demands of the vast number of scientific researchers. Before the introduction of the action to reduce the burden, we often heard from scientific researchers that it was difficult to spend the funds for scientific research projects, that the daily management of the projects took too much time, and that the burden of unnecessary affairs was heavy. However, for young scientific researchers, the lack of scientific research start-up funding support, less opportunities to undertake larger scientific research tasks, and high evaluation and assessment pressure are the outstanding problems they face. On the basis of in-depth front-line investigation, the three rounds of burden reduction actions actively listened to the voices of scientific researchers, actively responded to the concerns of scientific researchers, and focused on solving various "urgent, difficult and anxious" problems of scientific researchers.
